Study: Concealed Carriers Do A Better Job Of Stopping Active Shooters Than Police

You’d never know it from watching television, but civilians stop more active shooters than police and do so with fewer mistakes, according to new research from the Crime Prevention Research Center, where I serve as president. In non-gun-free zones, where civilians are legally able to carry guns, concealed carry permit holders stopped 51.5 percent of active shootings, compared to 44.6 percent stopped by police, CPRC found in a deep dive into active shooter scenarios between 2014 and 2023.

Not only do permit holders succeed in stopping active shooters at a higher rate, but law enforcement officers face significantly greater risks when intervening. Our research found police were nearly six times more likely to be killed and 17 percent more likely to be wounded than armed civilians.

Those numbers paint a fuller picture than the FBI’s crime statistics, which fail to include many of the defensive gun uses my organization has cataloged. But the problem with the FBI’s crime statistics isn’t just the errors in their reported data — they also fail to address useful questions, like how concealed handgun permit holders compare to law enforcement. Kash Patel and Dan Bongino face a major challenge in reforming how the data is collected and reported at the FBI.

From 2014 to 2023, CPRC researchers found that armed civilians stopped 180 of 515 active shooting cases. Of the attacks in places where people were allowed to carry, we found that permit holders stopped 158 of the 307 instances. The FBI defines an “active shooting” as an event where an individual actively attempts to kill people in a public place — excluding shootings tied to robberies or gang violence. An “active shooting” could be as simple as a single shot fired at a lone human target, even if the shooter misses, to a mass shooting.

Woman Shoots Would-Be Mass Shooter Dead After He Opened Fired at Graduation Party

Police in Charleston, West Virginia, are praising a woman who fatally shot a gunman who fired a rifle at dozens of graduation party attendees last week. . .

Investigators said Dennis Butler was warned Wednesday about speeding near the Vista View Apartment complex with children present before he departed and then returned with an AR-15-style rifle and began firing into the crowd, WCHS-TV reported.

Police said a bystander attending the party quickly pulled out her handgun and shot Butler, WOWK-TV reported.

Officers arriving at the scene around 10:45 p.m. found Butler with multiple gunshot wounds, WOWK reported, adding that he later died. Butler, 37, was from Charleston, the station added. . .

Concealed Carry Permit Holder Fatally Shoots Armed Woman at Shopping Center

A concealed carry permit holder fatally shot a woman outside a north Tulsa shopping center Friday evening after she reportedly opened fire on customers. . .

A man with a concealed carry permit reportedly told arriving officers that he shot the woman after she started shooting at customers outside the shopping center.

Video reportedly showed the woman was involved in an earlier altercation in the parking lot. The woman left the shopping center and returned about three minutes later, when she pulled a gun and opened fire, according to the news release. DC Carry Permits Jump Over 1440 Percent Since District Went ‘Shall Issue’

The number of Washington D.C. concealed carry permit holders skyrocketed a little over 1440 percent since the District lost a key legal battle related to its previous restrictive gun permitting process at the U.S. Court of Appeals for the District of Columbia last year. . .

MPD noted that several hundred approvals came from applications submitted in late 2017. These were included in the current 2018 approval number, which is why the total number of 2018 applications for DC concealed carry permits to date is 1508 — a number lower than the 2018 approval number.

Prior the court ruling, according to The Washington Post, only 123 people had active D.C. concealed carry permits and MPD previously denied 77 percent of applicants for not providing the once-mandated “good reason” to carry. . .

By October of 2017, D.C. Attorney General Karl Racine announced that the district would not appeal the decision to the Supreme Court, claiming that an unfavorable ruling from the high court would force other municipalities across the country to also do away with their restrictive gun permit processes.

Once known for its decades-long handgun ban, D.C. went from being “may issue” to “shall issue” when it came to issuing its concealed carry permits, so attaining the permit through the District’s mandate of in-class hours and on range requirements along with MPD’s extensive criminal background check became more of a reality for private citizens across the country. A College Instructor Comes Under Fire for Segregating Concealed Carriers in Her Class

An instructor at the University of Utah is facing massive backlash after she created a “Second Amendment zone” in her classroom. Students who legally carried were forced to stand in a corner of the room that was roped off just for them, Campus Reform reported.

The instructor provided her “weapons policy” to students, which stated:

Concealed carry is protected under your second amendment rights! However, because the University of Utah reserves the right to restrict elements of the first amendment on campus to specifically sanctioned ‘free speech zones’ I am reserving the right to restrict elements of the second amendment in my own classroom.

If you feel that it is somehow at all appropriate to bring a gun to class (hint: it is not—this is absurd, antisocial, and frightening behavior), you are restricted to spending your time in class in my “second amendment zone” a 3×3 taped square on the floor in the very back of the classroom, that will be shared with all other gun carriers. This zone also does not include a desk, because desks are reserved for students who respect the personal and psychological safety of their classmates and instructor.

Demand for Concealed Carry Permits Is Skyrocketing

The number of concealed carry weapons (CCW) permits is soaring to new levels despite the rabid anti-gun activism following a slew of school shootings over the past year.

Issued CCW permits increased approximately 275 percent over a ten-year period, from 4.6 million permits in 2007 to over 17.25 permits in 2018, according to a study released Friday by the Crime Prevention Research Center (CPRC). The number has been increasing year over year and is forecast to continue trending upwards.

The most notable demographic increase was found to be among women and minorities. During the aforementioned time period, CCW issuance jumped 111 percent faster for women than for men. Moreover, compared to white individuals, permits for Asian and black individuals spiked 29 percent and 20 percent quicker, respectively.

“That increase in women and minorities mirrors their changing views on guns,” John Lott, the founder of the CPRC, told Fox News. “A poll by [the] Pew [Research Center] helps to explain why there has been such a large increase in concealed handgun permits among blacks and women. The poll shows a 25 percentage point increase in the proportion of blacks with a favorable view of gun ownership. Hundreds of Concealed Carry Permits Revoked After State Employee’s Negligence Revealed

Florida authorities have revoked hundreds of concealed carry permits after it was discovered the permittees were legally ineligible to receive their permit, but slipped through the cracks due to one state employee’s negligence. . .

The Office of Inspector General investigation for the Florida Department of Agriculture and Consumer Services said in a June 2017 report that in Feb. 2016, the employee in charge of running concealed carry permit applicants through the National Instant Criminal Background Check System stopped doing so.

The reason? Because that employee was unable to log into the system. And unfortunately, it was not discovered until March 2017 that applicants, for more than one year, had been approved without an NICS background check.

According to the Tampa Bay Times, there was a spike in concealed carry applications during that time period, likely due to the Pulse Nightclub shooting in Orlando in July, with nearly 350,000 concealed carry permit applications.

Because of the employee’s negligence, hundreds of concealed carry permits were issued to Floridians ineligible to possess one. Ultimately, 291 permits were revoked. (Read more from “Hundreds of Concealed Carry Permits Revoked After State Employee’s Negligence Revealed” HERE)

Car Chase Suspect Tries a Getaway on Foot. Then Good Guy With a Gun Shows up and Changes Everything.

Police had their hands full when a speeding incident turned into a full-on chase involving Missouri State Highway Patrol troopers, Joplin police, and a Newton County Sheriff’s deputy.

The vehicle chase ended when the driver of the car in question failed to negotiate a curve and crashed into a fence at Faith Tabernacle Church in Joplin after 9 a.m. May 27, KZRG-AM reported.

The driver — 35-year-old Eric Hillstead of Diamond — remained in the car after the crash, the station said. But his passenger — 41-year-old Lenny Turner of Joplin — fled the scene on foot, KZRG said. . .

The citizen blocked Turner’s path, chased him and knocked him to the ground, the station said, adding that the citizen detained Turner until backup units arrived and took the suspect into custody.

Convicted Felon Threatens Concealed Carry Holder With Gun. It Doesn’t End Well for the Criminal.

Florida police are investigating a shooting outside a Cape Coral business after a law abiding concealed carry permit holder defended himself and another man from an armed felon. . .

Cape Coral Police were called to a local roofing business Friday afternoon where they discovered 29-year-old Kevin Bruzos injured with multiple gunshot wounds. Bruzos is a convicted felon.

According to police, Bruzos threatened a man at the business with a firearm, left and returned where he threatened the same man again as well as another man. The second man was licensed to carry a concealed weapon — and he was.

The man with the concealed weapon drew his firearm and ordered Bruzos to drop his. However, instead of complying with the man’s orders, Bruzos pointed his weapon at the armed citizen, leaving the man with no choice but to neutralize the threat. He reportedly shot Bruzos multiple times, but not fatally. . .

Bruzos is “charged with aggravated assault with a deadly weapon and possession of a weapon by a convicted felon,” according to police. Customer Shoots Masked Fast Food Robber Through Drive-Thru Window

A 60-year-old California man robbing a fast food restaurant was shot twice when a customer opened fire on him from the drive-thru window,

The masked robber is seen in a surveillance video throwing a bag at the cashier at the Cozy Corner Drive-In in Santa Ana, demanded she fill it up with cash, according to CBS Los Angeles.

As the robber grabbed the bag, a customer at the drive-thru window opened fire. A bullet is seen hitting cups and other objects on the counter as the cashier dives for cover.

But that’s not the only thing that was hit, as police say the would-be robber suffered two gunshot wounds — he is now recovering in a hospital.

While there may be a rush to say a good guy with a gun stopped a bad guy with a gun, it’s not clear who the outside shooter was, as he fled the scene after shooting the crook, CBS Los Angeles reported. (Read more from “Customer Shoots Masked Fast Food Robber Through Drive-Thru Window” HERE)
