Paroled Sex Offenders Disarming Tracking Devices

photo credit: photologue_npThousands of paroled child molesters, rapists and other high-risk sex offenders in California are removing or disarming their court-ordered GPS tracking devices — and some have been charged with new crimes including sexual battery, kidnapping and attempted manslaughter.

The offenders have discovered that they can disable the monitors, often with little risk of serving time for it, a Times investigation has found. The jails are too full to hold them. “It’s a huge problem,” said Fresno parole agent Matt Hill. “If the public knew, they’d be shocked.”

More than 3,400 arrest warrants for GPS tamperers have been issued since October 2011, when the state began referring parole violators to county jails instead of returning them to its packed prisons. Warrants increased 28% in 2012 compared to the 12 months before the change in custody began. Nearly all of the warrants were for sex offenders, who are the vast majority of convicts with monitors, and many were for repeat violations.

The custody shift is part of Gov. Jerry Brown and the legislature’s “realignment” program, to comply with court orders to reduce overcrowding in state prisons. But many counties have been under their own court orders to ease crowding in their jails.

Some have freed parole violators within days, or even hours, of arrest rather than keep them in custody. Some have refused to accept them at all.

Liberal Astroturf Group Offering $9 To $11 Per Hour To Join Its Gun-Control Campaign

Photo Credit: Daily Caller The liberal organization Progressive USA Voters, which is housed in the same progressive Denver office building as a chapter of the infamous left-wing astroturf group ProgressNow, is offering an hourly wage of between $9 and $11 to join its gun-control campaign in Chicago, according to a flyer that was photographed and posted to Reddit Friday. “Join the Campaign to Stop Gun Violence” reads the flyer, which also notes, “Hourly Wage: $9-11/hr.”

Progressive USA Voters is specifically focused on the April 2013 special election for Jesse Jackson Jr.’s vacated House seat in Illinois’ Second Congressional District. The group is targeting Democratic primary candidate Debbie Halvorson, who accepted more than $10,000 from the National Rifle Association, according to the Progressive USA Voters website.

Halvorson is running against former state representative Robin Kelly, who has received the endorsement of New York Mayor Michael Bloomberg’s super PAC, Independence USA, which is also attacking Halverson on the issue of Gun Control.

“Progressive USA will be going door-to-door in this important race in the coming weeks in order to educate voters about Halvorson’s record,” according to the group’s website.

Progressive USA Voters is a project of Progressive USA, which claims to “advocate for sensible policy solutions, hold our nation’s elected officials accountable for their actions and take head-on the flawed policies and hypocrisy of the radical right.” The group does not list its staff or directors on its website, and does not

The Case Of The Phantom Ballots: An Electoral Whodunit

The next one came at 9:14. Then 9:17. 9:22. 9:24. 9:25.

Within 2½ weeks, 2,552 online requests arrived from voters who had not applied for absentee ballots. They streamed in much too quickly for real people to be filling them out. They originated from only a handful of Internet Protocol addresses. And they were not random. It had all the appearances of a political dirty trick, a high-tech effort by an unknown hacker to sway three key Aug. 14 primary elections, a Miami Herald investigation has found.

The plot failed. The elections department’s software flagged the requests as suspicious. The ballots weren’t sent out. But who was behind it? And next time, would a more skilled hacker be able to rig an election?

Six months and a grand-jury probe later, there still are few answers about the phantom requests, which targeted Democratic voters in a congressional district and Republican voters in two Florida House districts.

The foreman of that grand jury, whose report made public the existence of the phantom requests, said jurors were eager to learn if a candidate or political consultant had succeeded in manipulating the voting system. But they didn’t get any answers. “We were like, ‘Why didn’t anyone do something about it?’ ” foreman Jeffrey Pankey said.

Bloomberg’s Ban Prohibits 2-Liter Soda With Your Pizza And Some Nightclub Mixers

Say goodbye to that 2-liter bottle of Coke with your pizza delivery, pitchers of soft drinks at your kid’s birthday party and some bottle-service mixers at your favorite nightclub.

They’d violate Mayor Bloomberg’s new rules, which prohibit eateries from serving or selling sugary drinks in containers larger than 16 ounces. Bloomberg’s soda smackdown follows his attacks on salt, sugar, trans fat, smoking and even baby formula.

The city Health Department last week began sending brochures to businesses that would be affected by the latest ban, including restaurants, bars and any “food service” establishment subject to letter grades. And merchants were shocked to see the broad sweep of the new rules.

It’s not fair. If you’re gonna tell me what to do, it’s no good,” said Steve DiMaggio of Caruso’s in Cobble Hill, Brooklyn. “It’s gonna cost a lot more.”

It’s Time to Stand Up for Alaska’s Children

On February 25 beginning at 9:30 a.m., the Alaska House Education Committee will hear testimony on HJR 1, an act to amend the Alaska Constitution to allow public funds to flow to parents so they can choose the best educational fit for their children. It is important to note that this resolution only amends the Constitution, it does not provide for “vouchers” as stated by the opposition.

The Alaska Constitution has Blaine Amendment language in it which prohibits any state funds from directly supporting religious or other private educational institutions. This wording was required by the Federal government if a territory wanted to join the Union-kind of an overreach by the Federal government. That is why, most Western states have this prohibitive language in their constitutions.

The history of the Blaine Amendment, however, is somewhat sordid and ugly. Congressman Blaine gathered support from the anti-immigrant, anti-Catholic and anti-Irish segments of society. Later on, even the KKK supported the Blaine Amendment in many states. This wording should be removed because it is a very bad reflection on Alaskans.

The Alaska Supreme Court has ruled that even indirect support of private or religious educational institutions is prohibited (Sheldon Jackson College v. State of Alaska, 1979). This would seem to prohibit local school districts from transporting students to/from non-public schools, even if by coincidence.

Frederick Douglass Society President: ‘Direct Correlation Between Gun Control and Black People Control’ (+video)

(CNSNews.com) – Gun control dates back to laws before and after the Civil War that prohibited or restricted African Americans from owning firearms, a group of black leaders said Friday at the National Press Club in Washington, D.C.

“History is rife with examples. There’s a direct correlation between gun control and black people control,” Stacy Swimp, president and CFO of the Frederick Douglass Society, said at the event.

Swimp compared the call for universal background checks for gun purchase to the time when blacks were required to register with the government.

“The first gun laws were put into place to register black folks, to make sure that they would know who we were – that we could not defend ourselves,” Swimp said.

“I think if you look right after the Emancipation Proclamation – what was going on down in the southern states, it’s very clear that the Dixiecrats wanted to disarm black people to keep us from defending ourselves against the Klansman, who were murdering white and black Republicans to control the ballot box,” Swimp said. “So I think history is [rife] with examples. There’s a direct correlation between gun control and black people control.”

Wash. Post: Senators Near Deal on Background Checks for Most Private Gun Sales

photo credit: m glasgowA bipartisan group of senators is on the verge of a deal that would expand background checks to all private firearms sales with limited exemptions, but significant disagreements remain on the issue of keeping records of private gun sales, according to aides familiar with the talks.

An agreement would be a bold first step toward consideration of legislation to limit gun violence in the wake of the mass shootings at a Connecticut elementary school in December and comes as the Senate Judiciary Committee is expected this week to begin considering new proposals to limit gun violence.

The talks, led by two Democrats and two Republicans, are expected to earn more GOP support in the coming days and likely enough to move the bill through the Senate, according to senior aides of both parties who were not authorized to speak publicly on the matter.

“These negotiations are challenging, as you’d expect on an issue as complicated as guns,” the chief negotiator, Sen. Charles E. Schumer (D-N.Y.), said in a statement Saturday. “But all of the senators involved are approaching this in good faith. We are all serious about wanting to get something done, and we are going to keep trying.”

Britain’s Credit Rating Downgraded by Moody’s

Moody’s announced on Friday night that it had cut the Government’s bond rating one notch from ‘Aaa’ – the highest possible level – to ‘Aa1’.

The move is a significant setback for Chancellor George Osborne, who has faced criticism that his strategy for dealing with UK’s huge debt burden is failing to deliver.

Moody’s pointed to “continuing weakness in the UK’s medium-term growth outlook, with a period of sluggish growth which [it] now expects will extend into the second half of the decade”.

The credit ratings agency also noted that the Government’s debt reduction programme faced significant “challenges” and that the UK’s huge debts are unlikely to “reverse before 2016”.

Moody’s said that despite considerable structural economic strengths, growth is expected to be sluggish due to a combination of weaker global economic activity and the drag on the UK economy “from the ongoing domestic public- and private-sector deleveraging process.”

HHS Study: Head Start Kids Have More Problems with Math, Social Interactions

This past week, President Obama warned Americans that, if the sequester occurs, hundreds of thousands of children will lose access to Project Head Start. A new study, however, published by the Obama administration’s Department of Health and Human Services (HHS) has found that students who participate in the $8 billion Head Start program actually fare worse, in some ways, than students who do not.

The study also found that positive effects of the program are not sustained into elementary school.

According to the study, mandated by Congress and published at the end of 2012, the Head Start program “seeks to improve the educational and developmental outcomes for children from severely economically disadvantaged families.”

However, when researchers evaluated 4,667 elementary students, they concluded that the program provided no measurable benefit for children by the time they reached the third grade compared to those children who were in a similar socio-economic group but were not in the program. Of the children who were not enrolled in Head Start, about 60 percent received another form of preschool education, the quality of which was judged to be generally inferior to that provided in Head Start.

The large-scale study found that children who participated in the Head Start program actually did worse in math and had more problems with social interaction by the third grade than children who were not in the program.
