Rep. Massie’s Novel, Common Sense Bill: Use all the Billions the Feds Collect For Roads and Highways … On Roads and Highways [+video]

At a recent House Rules committee hearing, one of my colleagues from New York declared that the potholes in her district are so bad, “you can lose your car in them.” Kentuckians and Americans from all over the country agree. It is long past time that something was done to address the deplorable state of the highways and infrastructure in this country.

That is why I recently introduced the “Developing Roadway Infrastructure for a Vibrant Economy Act.” The DRIVE Act (H.R. 1461) would ensure that money in the Highway Trust Fund is actually spent on highways. Common sense would lead most people to believe that the gas tax revenue that funds the Highway Trust Fund should be spent specifically on highways, roads and bridges. However, when it comes to the operations of Congress and the federal government, common sense is uncommon.

Many Americans are unaware that gas tax revenue is regularly diverted from the federal Highway Trust Fund for such things as bike paths, sidewalks, mass transit and other purely local projects. This must end. Inflation and vehicle fuel efficiency have drained the fund so that it no longer generates enough revenue to pay for all the improvements necessary to ensure that our highways and bridges are safe and adequately maintained.

Each year, approximately $9 billion in the Highway Trust Fund goes to the Mass Transit Account, which funds local public transportation projects, including subways, light rail, buses and streetcars. Current federal law also allows the money in this trust fund to go toward sidewalks and bike paths. While I recognize the value of sidewalks and buses, taxing gasoline and routing that money through Washington is not the way to fund these inherently local projects.

Congress continually attempts to solve the problem with temporary “patches.” For example, in July 2014, Congress transferred $10 billion in tax revenue from the General Fund to the Highway Trust Fund to keep it solvent. Just last month, we again voted to temporarily patch the Trust Fund. This “patch” only lasts 60 days, though, ensuring that in two months, Congress will again be forced to deal with a manufactured emergency. As with most of these so-called emergencies that we regularly face in Congress, this one could be avoided if members would get their priorities straight and realize the urgency of a long-term solution for our deteriorating roads and bridges. The Duty of Lower Magistrates to Face Down the Tyranny of Same Sex Marriage

The Federal Government seems bent on destroying Western Civilization. After a long litany of laws, policies, and court opinions designed to undermine and attack the family and Christianity, the final blow could be decreed in just the next several days. I speak of the impending ruling on homosexual marriage.

It appears the U.S. Supreme Court is about to trample the constitutions of 31 states – another frontal assault against family. Sociologists like Carle Zimmerman (Family and Civilization, (Intercollegiate Studies Institute; 2nd abridged edt., 2008)) and J.D. Unwin (Sex and Culture, (Oxford University Press; 1st edt., 1934)) have proven conclusively that when nations denigrate God’s created order regarding family, they cannot survive. There has never been an exception in the history of the world.

Every good Statist knows that in order to strengthen the State — you have to weaken the family. The federal government has been imposing law and policy to accomplish that end for decades now. Meanwhile, the lower magistrates — who in a true federalism know they possess lawful authority and a duty to interpose — have decided to hide behind the lie that “A federal court has ruled, so we can do nothing but obey.”

Most Americans no longer understand that the states were never intended to be mere provinces of the federal government. They were never intended to be mere implementation centers for unjust and immoral federal laws, policies, and court opinions.

Herbert Schlossberg speaks to this point in his magnum opus, Idols for Destruction. He says, regarding the lesser magistrates:

“The framers of the American Constitution were conscious of the excesses to which centralized political systems were prone, and their solution was to devise multiple levels of authority. The existence of states, cities, counties, townships, and independent taxing authorities, which, to apologists for the state, has been a messy derogation from beneficent centralized power, has saved us from some of the assaults on freedom that others have suffered.” [Herbert Schlossberg, Idols for Destruction: Christian Faith and Its Confrontation with American Society (Nashville: Thomas Nelson Publishers, 1983) 213.]

Schlossberg points out, however, that in our day these “intermediate institutions, which formerly served to check the central power, have largely atrophied.”

He later reveals how the federal government has pulled this off:

“After three-quarters of a century, the new nationalism has borne bitter fruit. People who have despised the right of localities to govern themselves have delivered them into the hands of federal masters. Local politicians have acquiesced in the mugging of the provinces because in return for giving up political authority they have received monetary benefits.” [Schlossberg, Idols, 214.]

The U.S. Constitution did not bind the states to a suicide pact with a lawless federal government. The idea that the states (and lesser authorities) must obey a lawless federal judiciary is a fiction. The insanity being imposed by the federal government has reached such a fever pitch that people have begun to question, “At what point do we offer resistance to this federal behemoth?” And more importantly, “What form of resistance is legitimate and has a chance for success?”

The Doctrine of the Lesser Magistrates

A tool that is found in Scripture and proven in history to rein in tyrannical acts by the higher authority is known as “the doctrine of the lesser magistrates.”

The lesser magistrate doctrine states that when a higher-ranking civil authority makes unjust or immoral laws, policies, or court opinions, the lower or lesser-ranking civil authority has the God-given right and duty not to obey the higher authority. If necessary, the lower authority may even actively resist the superior authority.

The foremost treatise ever written on the doctrine was penned by John Knox. His Appellation to the Nobles of Scotland (1558) cited over 70 passages of Scripture (John Knox, Selected Writings of John Knox, edit. Kevin Reed (Dallas, TX: Presbyterian Heritage Publishing, 1558/1995)). Knox insisted that the nobles, as lesser magistrates, were responsible to protect the innocent and oppose those who made unjust or immoral laws or decrees.

An apt summary of the doctrine was actually voiced by a higher magistrate, Roman Emperor Trajan. While giving a subordinate a sword, Trajan stated to him. “Use this sword against my enemies if I give righteous commands, but if I give unrighteous commands, use it against me.”

John of Salisbury, in his work Policraticus (1159), spoke of the duty of lesser magistrates when faced with tyrannical acts by the higher authority. He wrote:

“Loyal shoulders should sustain the power of the ruler so long as it is exercised in subjection to God and follows His ordinances; but if it resists and opposes the divine commandments, and wishes to make me share in its war against God, then with unrestrained voice, I answer back that God must be preferred before any man on earth.” [John of Salisbury, The Statesman’s Book of John of Salisbury – Policraticus, trans. John Dickinson (New York, NY: Russell & Russell, 1159/1963) 258.]

And now, here in our day — we are confronted with a tyrant.

The interposition of the lower magistrates is not subjective or lawless. There are only three reasons for open defiance to the higher civil authority. First, they are to oppose and resist any laws or edicts from the higher authority that contravene — violate, oppose, or contradict — the law or Word of God. Second, they are to protect the person and property of those who reside within their jurisdiction from any unjust or immoral laws or actions by the higher authority. Third, they are not to implement any laws or decrees made by the higher authority that violate the U.S. Constitution or their state constitution, and if necessary, resist them.

The interposition of the lower civil authority is not anarchy or chaos. Rather, when the higher authority makes laws, policies, or court opinions which accomplish any of these three reasons, it is they who have acted as anarchists; it is they who have brought chaos. The interposition of the lower magistrates acts to restore order.

Application of the Doctrine in Our Day

When the higher authority puts the force of law behind the behavior of perverse and base men, the interposition of the lesser magistrates is necessary. How would such interposition be applied in our day?

A governor of a state should refuse to implement any federal court opinion that tramples the state’s constitution and imposes homosexual marriage upon the people. Unfortunately, all of the governors who have had their state’s constitutions trampled have hidden behind the common lie of the lower authorities, namely, “A federal court has ruled, we must obey.”

Most point to the Supremacy Clause of the U.S. Constitution to justify their cowardice, but the Supremacy Clause — Article 6, paragraph 2 of the U.S. Constitution — nowhere declares that the U.S. Supreme Court, nor any federal court, has supremacy over the constitutions or laws of the states or the judges of states. Rather, it states that the U.S. Constitution has supremacy and laws or treaties made in accordance with the Constitution.

That this is fact is not only seen in the plain reading of the Clause, but also by the actions of the only state that thus far has stood in defiance of federal tyranny — Alabama. On January 23, 2015, a federal judge trampled Alabama’s constitution and demanded that homosexuals be allowed to marry.

In a separate mandamus proceeding, the Alabama Supreme Court responded to this federal lawlessness by ordering the probate judges that issue marriage licenses to not issue them to homosexuals. This stopped all such “marriages” cold. No homosexuals have been married in Alabama since this act of interposition by the Alabama Supreme Court.

Governors are not the only state officials in a position to uphold their oath of office and interpose. County clerks and probate judges who issue marriage licenses could refuse to issue them to homosexuals. Some already have. Most in Alabama refused to issue them even before the Writ of Mandamus by the state supreme court ordering them not to issue them.

State legislatures should support such brave magistrates with laws and resolutions to protect them. Any and all positions of civil authority — whether through election or appointment — should refuse to be party to such a depraved action as two men or two women marrying. They should also refuse to re-write their state statutes to comply with such an immoral federal imposition.

County boards, village boards, town boards, and city councils can pass laws that interpose against such immoral federal usurpation.

Silence and compliance always allows the tyrant authority the convenience of covering his unjust or immoral actions. If everyone just goes along with the tyranny of the higher authority, the tyranny they have imposed can more readily go unnoticed. When men take a stand in defiance of tyranny, however, it forces the tyrant authority out of his lair as he responds by hammering those who refuse to join him in his rebellion against God. People begin to see the tyrant authority for what it is.

When civil authority acts tyrannically, it always counts on the compliance of its lower authorities. Peasant revolts are easily put down. But when the lesser magistrates refuse obedience — that is when tyrant civil authority has a problem on its hands.

America’s founders never expected the federal government or its judiciary to be the lone arbiter of its actions. James Madison, the architect of the U.S. Constitution, stated that when the federal government makes unjust or immoral laws or policies, “…the states who are parties thereto [parties to the U.S. Constitution] have the right, and are in duty bound, to interpose for arresting the progress of evil.” (Virginia Resolution, 1798.)

Thomas Jefferson stated, “…and that whensoever the general government [the federal government] assumes undelegated powers, its acts are unauthoritative, void, and of no force.” (Kentucky Resolution, 1798.)

The Role of the People

The people play a huge role in the doctrine of the lesser magistrates. Often, the lower civil authority will refuse to do what is needed and necessary. They will refuse to confront the tyrant’s higher authority. The people must prod their lower magistrates to do so.

Abolitionist Frederick Douglass once stated:

Power concedes nothing without a demand. It never did and it never will. Find out just what any people will quietly submit to and you have found out the exact measure of injustice and wrong which will be imposed upon them, and these will continue till they are resisted with either words or blows, or both. The limits of tyrants are prescribed by the endurance of those whom they oppress. [Frederick Douglas, West India Emancipation Speech, Canadaigua, NY; August 3, 1857.]

The people must demand that their lower civil authorities defy federal tyranny. They must not allow them to hide behind the lie “we must obey.” The lower magistrates often will not act until the people rally them. When the lower authority does defy, it is imperative that the people support them with their resources, with their bodies, with their very lives.

The people need to build relationship with their local authorities. The people should (and do) — by their action or inaction — play a role of immense importance when it comes to the effectiveness of the lesser magistrates’ interposition against tyranny.

When it comes to homosexual marriage being forced upon the states, the federal government has (i) contravened the law, Word, and created order of God, (ii) attacked our persons and property including our sons and daughters, and (iii) violated its limited delegated authority in the U.S. Constitution — they have accomplished all three in this immoral action. The lower civil authority is duty bound to interpose against such insanity being paraded under the color of law.

The lesser magistrate doctrine was first formalized by the pastors of Magdeburg, Germany in 1550. In what is known as the Magdeburg Confession, they proved from Scripture and history that lower civil magistrates have the God-given right and duty to defy a tyrant higher civil authority.

In near-prophetic fashion, they used marriage as an example of when lesser remedies would not work and open defiance by the lower authorities was necessary. They stated in the Confession:

Therefore, if now the leader or Caesar proceeds to such height of insanity only in that of natural knowledge which governs the society of civil life and uprightness, that he abolishes the law concerning marriages and chastity, and himself sets up a contrary law of roving unclean lusts … in such a case, doubtless, no clear-thinking person would have any hesitation about the divine right and commandment that such a leader or monarch ought to be curbed by everyone in his most wicked attempt, even by the lowest of the lowest magistrates with whatever power they may have. The interposition of the lesser magistrates reminds the higher authority that their authority is delegated and limited. No man who holds government office rules with autonomy. The authority he has is delegated to him by God. All those in positions of authority stand accountable to God — even the Federal Government.

The people have the duty to rally their lesser magistrates in support of what is right, and against the immoral actions of the federal government. If the U.S. Supreme Court legalizes homosexual marriage, no state with constitutional provisions or statutes against sodomite marriage should recognize the Supreme Court’s immoral ruling, rather they should defy it.

With Ads Like This, It Is No Wonder Nuclear Families Are Falling Apart [+video]

As Father’s Day approaches, retailers faithfully sing dad’s praises in ads hawking the perfect gift for the occasion. When the advertising team at Angel Soft came up with its offering, however, the object was noticeably different.

The online ad – which lasts a whopping 2 ½ minutes – pays tribute to single mothers with nary a mention of actual dads. What might appear on its surface to be a feel-good spot acknowledging the sacrifices of parents who had to fill both parental roles, its inherent slight toward fathers is a telling symptom of a debilitating societal epidemic.

As a man looking forward to his first Father’s Day, I’ve learned only enough to realize there is much I have yet to learn about being a dad. The one thing of which I am absolutely certain, however, is that my son is the most important and precious thing in my life. I know that I have a unique responsibility to instill in him the qualities of a godly man and will spend the rest of my life attempting to meet that lofty challenge.

Though transgender activists seek to remove any real distinction between the two, God created men and women with separate, yet complementary, sets of traits. This specifically translates to their respective roles as parents and explains why, historically, fathers have been providers while mothers filled a more nurturing role.

Of course, there are countless situations –avoidable or not – in which one parent or the other must raise a child alone. While millions of parents are able to unilaterally meet the needs of their kids, such scenarios are unquestionably less ideal than providing children with a loving mother and father. I am incredibly fortunate to have in my wife a committed partner with whom to share the task of raising a son; however, plenty of parents – mothers and fathers – are not so lucky. Imported Muslims Are Now Arriving in These US Cities

A few congressmen are fighting to block the planned importation of thousands of Syrian refugees into American cities and towns, arguing that they present a grave security risk because many Syrians have ties to the Sunni rebel groups ISIS and al-Nusra Front.

But the fact is, as President Obama ignores the concerns of U.S. Rep. Michael McCaul, R-Texas, and others on the House Homeland Security Committee, the Syrians have already started to arrive stateside.

Since January, more than 70 U.S. cities have been on the receiving end of a Syrian visitation.

WND has compiled a complete list of cities (see chart below) that received Syrian refugees since Jan. 1. The United Nations High Commissioner for Refugees Antonio Guterres has as many as 11,000 Syrians in a pipeline waiting for admission into the U.S., which is responsible for screening them for criminal and terrorist activity . . .

McCaul has tried to block the arrival of the Syrians based on testimony from FBI counter-terrorism experts. As chairman of the House Homeland Security Committee, he held a hearing on the national security risks of the Syrian refugee program in February and has scheduled a second hearing for June 24. He’s also sent two letters to Obama, urging him not to let the U.N. refugee program become a “jihadist pipeline” into the United States. RINO GOP Leaders Vow to Resurrect Obama Trade Deal

Republican leaders will try to resurrect the trade deal Democrats sank less than a week ago, planning a revote today and insisting they will corral enough votes to approve fast-track negotiating powers that President Obama needs to complete a legacy-building Pacific Rim agreement.

Mr. Obama met Wednesday afternoon with Democratic lawmakers who support free trade to make sure they will vote for the plan, and House Republican leaders began the process of forcing a revote on powers known as Trade Promotion Authority, which is favored in their party, and Trade Adjustment Assistance, which is generally a Democratic priority.

Democrats last week voted against Trade Adjustment Assistance as a way of poisoning the package, so Republican leaders have decided to split the bill and pass Trade Promotion Authority first, then leave it to Mr. Obama to rally enough Democrats to pass Trade Adjustment Assistance.

“We are committed to ensuring both TPA and TAA get votes in the House and Senate and are sent to the president for signature,” said a joint statement by House Speaker John A. Boehner, Ohio Republican, and Senate Majority Leader Mitch McConnell, Kentucky Republican, rejecting claims that the issue was dead.

The plan came together quickly Wednesday. It offers Mr. Obama a chance to recover from the embarrassing defeat Friday when House Minority Leader Nancy Pelosi, California Democrat, led the opposition to Trade Adjustment Assistance, sinking the deal just hours after the president made a trip to the Capitol to plead personally for support. The Donald Swaggers Into the Presidential Race [+video]

Billionaire real estate magnate and celebrity Donald Trump has toyed with the idea of running for president since 2000, but this time he’s really taking the plunge. Sporting his famous comb-over, Trump announced he was joining the crowded GOP field this week from one of his skyscrapers, the 68-story Trump Tower in Manhattan. With a theme of “Make America Great Again,” his speech was, by turns, Reaganesque and full of Trump’s typical over-the-top statements. He declared if elected president, “I would build a great, great wall on our southern border and I will have Mexico pay for that wall.”

He said he would immediately repeal Obama’s executive orders on immigration and Obamacare. He emphasized job creation, and said no one would be tougher than him on ISIS: “Nobody will be pushing us around.” He said the current GOP field is made up of “clowns,” and that Jeb Bush and Marco Rubio have made “**sses of themselves.”

Trump, age 69, becomes the 12th Republican candidate in the race. He was born in New York to wealthy parents and graduated from the Wharton School of the University of Pennsylvania with a degree in economics. He worked for his father’s real estate development firm, eventually replacing his father at the helm. He expanded the business and took on larger building projects, buying dilapidated structures and turning them around.

His best known buildings are his Trump towers, which are located around the country in several cities. He hasn’t always been successful; four of his over-leveraged hotel and casino businesses in Atlantic City have declared Chapter 11 bankruptcy. He has said about the bankruptcies, “It’s not personal. It’s just business.” His net worth in recent years has been estimated from $2.9 billion to $7 billion.

Trump hasn’t always been a Republican, and is still a bit of an odd fit due to his outlandish statements. In 1999, he left the GOP and joined New York’s Independence Party, the state’s version of the Reform Party. He explained, “I really believe the Republicans are just too crazy right.” In 2001, he registered as a Democrat for awhile. He contributes to the political campaigns of both Democrats and Republicans. He has explained his shifting back and forth, “I’m very much independent in that way. I go for the person, not necessarily the party. I mean, I vote for Republicans and I vote for Democrats.”

In recent years, Trump has warmed up to the Tea Party. He has populist views on immigration and bringing American jobs home. He has become pro-life and supports the Second Amendment. He says he still believes marriage is between a man and a woman, and has been strongly supportive of Israel. More than once Trump has called for Obama to resign, and even suggested impeaching him. In 2012, he gained notoriety for challenging Obama’s citizenship, and is partially credited with getting Obama to release a copy of his birth certificate.

Trump became an entertainment celebrity over the past decade as the producer and star of NBC’s reality shows The Apprentice and The Celebrity Apprentice, where he fires contestants who don’t make the cut. He will likely have to walk away from this while running for president. He owns the Miss USA pageant and its parent organization, Miss Universe. He owns several golf courses around the world. Trump is a Presbyterian, but admits he doesn’t make it to church regularly.

There is a perception that he is pompous and arrogant, known for statements like, “The beauty of me is that I’m very rich.” He has made plenty of outrageous statements over the years, sometimes directed at conservatives. He’s gotten into numerous highly publicized scrapes with other celebrities. The Washington Post says he “tweets like a 12 year old.”

After conservative author Charles Krauthammer said Trump deserves voters rating him the least-liked candidate in the race, Trump responded by calling Krauthammer a “dummy,” an “overrated clown,” and “one of the worst and most boring political pundits on television.” Trump said about Pat Buchanan on Meet the Press, “He’s a Hitler lover, I guess he’s an anti-Semite. He doesn’t like the blacks, he doesn’t like the gays.”

Trump has called both George W. Bush and Obama the worst presidents in history. In response to media criticism, he reportedly said, “You know, it really doesn’t matter what [the media] write as long as you’ve got a young and beautiful piece of a**.”

Realistic chance or fantasy?

Trump has name recognition and money unmatched by any of the other candidates. He once accurately joked that his Gucci store in Manhattan is worth more than Mitt Romney’s net worth. He has built a political organization competitive with many of the other candidates, and is the only Republican candidate with campaign chairs in every county in New Hampshire. He skipped much of the primary activity in Iowa, since those caucuses generally end up going for more conservative candidates.

He appeals to many Americans because he’s such a non-politician. His background is business and entertainment; he has zero experience in public policy. He would bring enormous business success to running government. On the other hand, his lack of experience running government will be also viewed by some as a negative.

In 2011, a USA Today/Gallup poll listed Trump as among the ten most admired living men and women. Yet he also has very high unfavorability ratings, 71% according to a poll last month.

At the moment Trump is polling well enough to make it into the top tier debates. His presence may push candidates like Rick Perry and Carly Fiorina into the second tier, making them ineligible for the first major candidate forums being put on by Fox News and CNN.

If he makes it through the primary, he is too much of a wildcard to predict how he might match up against Hillary Clinton, the likely Democratic nominee. He has deep pockets and high name recognition, but it is hard to take him seriously when he says outlandish things so regularly. The presidential debates are cruel to candidates who make serious gaffes, as Rick Perry learned the hard way in 2012. That Trump may make his gaffes with a no-apologies, no-holds-barred verve may not matter to enough voters. Will Republican voters tell him, “You’re fired!” We’ll see. Americans’ Confidence in Religion Hits a New Low

Americans have less confidence in organized religion today than ever measured before — a sign that the church could be “losing its footing as a pillar of moral leadership in the nation’s culture,” a new Gallup survey finds.

“In the ’80s the church and organized religion were the No. 1″ in Gallup’s annual look at confidence in institutions, said Lydia Saad, author of the report released Wednesday.

Confidence, she said, “is a value judgment on how the institution is perceived, a mark of the amount of respect it is due.” A slight upsurge for Catholic confidence, for example, parallels the 2013 election and immense popularity of Pope Francis.

Overall, church and organized religion is now ranked in fourth place in the Gallup survey — behind the military, small business and the police — while still ahead of the medical system, Congress and the media, among 15 institutions measured . . .

In the mid-’70s, nearly 7 in 10 Americans said they had “a great deal or quite a lot” of confidence in the church or organized religion. Russian Military Developing Anti-Drone ‘Microwave Gun’

The state-owned Russian defense firm, United Instrument Manufacturing Corp., reported to state-owned news site Sputnik that they’d developed a microwave-based weapon they plan to show off privately at the Russian Defense Ministry’s Army-2015 expo June 16-19 . . .

“The new system is equipped with a high-power relativistic generator and reflector antenna, management and control system, and a transmission system, which is fixed on the chassis of BUK surface-to-air missile systems,” a UIMC spokesman told Sputnik News. “When mounted on a special platform, the ‘microwave gun’ is capable of ensuring perimeter defense at 360 degrees.”

The U.S. has a similar microwave weapon in development, the “Counter-electronics high-powered Microwave Advanced Missile Project” missile targets electronics inside buildings. The CHAMP missile would shut down computers, radio communication and other electronic functions to disable a building’s defenses. Public Responds to Beyonce’s Sharia Law Plan for the Inner Cities [+video]

Did Beyonce really call for Sharia law to be employed in urban communities for the benefit of the public?

Certainly not. But don’t tell that to some of the people author and social commentator Mark Dice interviewed for his “Man On the Street Mondays” segment posted to YouTube this week.

Dice, whose new book, “The Bilderberg Group: Facts & Fiction” was released last month, asks people if they heard Beyonce’s speech at The Bilderberg Group meeting last week.

Of course, Beyonce, by all accounts, was not even at the meeting and even if she was no one would know what she said because no minutes are kept of the highly secretive gatherings of political, business and academic leaders from Europe and North America. Two Young Boys Rush Into Burning House to Save Babies Lives

Two Florida boys, aged 10 and 11, rushed into a burning home to rescue two babies.

Isaiah Francis, 10, and 11-year-old Jeremiah Grimes were playing video games when they smelled smoke and realized that their neighbor’s house was on fire.

The two boys told My Fox Orlando that the father of the children was outside trying to find water. Isaiah and Jeremiah asked him if there were any kids inside, and he told them they were in the kitchen.

The young boys ran into the home, grabbing an infant and a one-and-a-half year old. They then called 911, and firefighters rescued an additional two children upon arrival. (Read more from “Two Young Boys Rush Into Burning House to Save Babies Lives” HERE)
