President Barack Obama has issued a commutation to a drug convict, shortening his sentence by three-and-a-half years in what the White House said was an effort to correct a sentencing error.

Ceasar Cantu of Katy, Texas pled guilty in 2006 to possession of marijuana with intent to distribute and money laundering. He received a 15-year prison term but a White House official said it was subsequently discovered that a presentence report contained a mistake which caused the extra three-and-a-half years to be added to his sentence.

“A judge ruled that Mr. Cantu did not discover this error in time to correct it through any judicial means; as a result, it can now only be rectified through clemency,” White House Press Secretary Jay Carney said at the daily briefing, repeating word for word a comment offered on background by another Obama aide earlier in the day.

Bomb Squad Detonates Bags Near Boston Marathon Finish Line

On the anniversary of the Boston Marathon bombing, Boylston Street was evacuated and two bags were detonated by the Bomb Squad near the finish line.

One of the bags was being carried by a barefoot man who was wearing a long black veil and screaming “Boston Strong.” That man has been identified by sources as 25-year-old Kayvon Edson.

A source tells WBZ-TV that when Edson was stopped by police, he told them he had a rice cooker in his bag. That is when the Bomb Squad was called to the scene.

A source tells CBS News that the rice cooker in the bag was full of confetti.

Major Changes to U.S. Census Will Make It Nearly Impossible to Track How Obamacare Is Doing

The U.S. Census Bureau will change its annual survey to include a “total revision to health insurance questions,” essentially making it all but impossible to track Obamacare’s successes and failures in its next report, the New York Times reported Tuesday.

Widely regarded as the most authoritative source on health insurance data in the country, the bureau’s shakeup was met by sharp criticism from analysts who hoped to follow Obamacare’s progress.

“I’m speechless. Completely inexcusable. The administration deserves all of the criticism it will get, and then some,” Bloomberg View’s Megan McArdle said in a tweet.

Vox senior editor Sarah Kliff added in a tweet of her own: “Getting worked up into an increasingly heated health nerd rage about the Census changes. We’re losing our best data source on Obamacare.”

Bureau officials said in an internal memo that the new survey questions are intended to “improve the accuracy” of the census, according to the Times.

Congressman: Let’s Scrap Income Tax

The federal tax code is a complex, unintelligible mess, and America needs to embrace the simplicity of a national consumption tax known as the Fair Tax, according to Rep. Tom Price, R-Ga., who is just one of many conservatives touting the idea as Americans rush to meet the federal income tax deadline.

“PROBLEM: folks sacrificing precious time, money and peace of mind on a broken complex tax code. SOLUTION: the #FairTax,” tweeted Price on Tuesday. Fellow Rep. Jack Kingston, R-Ga., also tweeted support for the Fair Tax and the abolishing of the IRS.

Price said the first thing Americans need to recognize is that the current tax system is a disaster.

“Our current system actually punishes the things that we say that we want as a society,” he said. “We say we want hard work. We say we want success. We say we want entrepreneurs, risk taking, investment and all those kinds of things. Yet our tax system punishes every single one of them. So many of us believe that we need think more fundamentally and more creatively about it and come up with a tax system that doesn’t just massage what we currently have but puts in place a system that actually rewards those things.”

Obama Program Aims to Reduce ‘Births’ Among Blacks, Latinos

President Barack Obama is attempting to lower the rate of “births” — and separately, pregnancies — among blacks and Latinos.

The Centers for Disease Control and Prevention lists reducing “births” as one of the top goals of Obama’s “Teen Pregnancy Prevention Initiative.”

The language on the CDC’s website makes clear that the program seeks to reduce the rate of both pregnancies and “births” among minorities.

Al-Qaeda: ‘Spreading Like Wildfire’

Last week, a House Foreign Affairs subcommittee held a hearing provocatively titled “Is Al-Qaeda Winning?” The answers that the Subcommittee on Terrorism, Nonproliferation and Trade received were profoundly unsettling.

Former Senator Joseph Lieberman (I–Conn.) testified that Syria had become a key focal point of al-Qaeda’s efforts. He noted that there are more foreign militants fighting in Syria today than in Iraq and Afghanistan combined over the past 10 years: “Put very bluntly, Syria has become the most dangerous terrorist sanctuary in the world today—and the United States has not coherent or credible policy for dealing with it.”

Frederick Kagan, director of the critical threats project at the American Enterprise Institute, warned that the Obama Administration has underestimated the threat posed by al-Qaeda’s ideology, which has inspired a global insurgency. He assessed that al-Qaeda’s “brand is spreading like wildfire, the groups affiliating themselves with it control more fighters, land and wealth than they ever have, and they are opening up new fronts.”

Heritage Foundation analysts long have warned about the more permissive environment that al-Qaeda and other Islamist extremist groups have exploited in many countries destabilized by the “Arab Spring” uprisings. Syria, in particular, has been a magnet for foreign militants and a rich recruiting ground for al-Qaeda.

Al-Qaeda has made a comeback in Iraq, and gained followers in Egypt, Libya, Mali, East Africa, and Yemen.

The chief takeaway from the hearing was that the Obama Administration needs to focus more on the revolutionary threat posed by al-Qaeda and its affiliates in the Middle East and Africa. Furthermore, the administration should alter its narrow definition of the al-Qaeda threat, which it currently holds as “the immediate terrorist threat posed by the al-Qaeda core group based in Pakistan.”

WP: Is Barack Obama ‘Black’? A Majority of Americans Say No

President Obama made history in 2008 as the first African American president in U.S. history.

But according to data in a fascinating new Pew Research Center study, a majority of Americans describe the president as “mixed race,” while just more than a quarter (27 percent) call him “black.”

While whites and Hispanics are far more likely to describe Obama as “mixed race,” a strong majority of African Americans see him as black. And black voters voted in historically large numbers for Obama. He won 93 percent of the African American vote in 2012 and 95 percent among that group in 2008. (John Kerry won 88 percent of the black vote in 2004; Al Gore won 90 percent in 2000.)

Obama, for his part, struggled for much of his life in how to define himself racially with a Kansas-born white mother and a Kenyan father. David Maraniss documents that process in fascinating detail in his biography of the country’s 44th president. Of Obama’s racial identity, Maraniss wrote:

Here, at age 22, was an idea that would become a key to understanding Obama the politician and public figure. Without a class meant that he was entering his adult life without financial security. Without a structure meant he had grown up lacking a solid family foundation, his father gone from the start, his mother often elsewhere, all leading to a sense of being a rootless outsider. Without a tradition was a reference to his lack of religious grounding and his hapa status, white and black, feeling completely at home in neither race. The different path he saw for himself was to rise above the divisions.

National Polls
Obama’s approval rating has run at an average of 42.9 percent in eight national opinion polls conducted since March 20, matching former President George W. Bush’s standing in early 2006, when Republicans lost control of both the House and Senate in midterm elections that he called “a thumpin’.”

Jennifer Duffy, senior editor at the nonpartisan Cook Political Report in Washington, has raised her estimate of Republicans taking control of the Senate from a 25 percent chance last fall to 50 percent today. The tilted turnout of midterm elections is only part of her calculation.

“We are weighting environment much higher — the president’s approval ratings, the generic congressional ballot, just basically what Americans are thinking,” Duffy said in an interview. “The Republicans have been able to expand their own playing field, putting races on the map that weren’t there.”

Toss-Up Races
Republicans need to gain six additional seats to take control of the Senate, and Democratic incumbents are defending most of the hotly contested seats. The party’s chances of retaining seats it now holds in Louisiana, Arkansas, Alaska, North Carolina and Michigan are all rated toss-ups by the Cook Political Report. The report rates two other Democratic seats — in West Virginia and Montana — as leaning Republican…

With ads hammering Democrats for support of the president’s Affordable Care Act, the Koch-backed group has targeted nine Senate races where Democrats are defending seats. Its four top targets: incumbents Pryor, Kay Hagan of North Carolina, Mary Landrieu of Louisiana and Mark Begich of Alaska.

Report: How Obama’s Justice Department Selectively Blocks Mergers By Republican CEOs

Like all mergers, the proposed $45.2 billion Comcast CMCSA +1.5% merger with Time Warner Cable TWC +1%—the largest and second largest cable providers in the nation—has its advocates and critics. There are certainly important questions about what impact the merger would have on consumers—but there are equally significant issues associated with the highly politicized approval process.

The Obama Department of Justice, led by Eric Holder, must review the merger and decide whether to approve or block it. Unfortunately, the Obama Administration and Justice Department have a long track record of pushing the rule of law aside and making decisions based on politics. Will the proposed Comcast merger with Time Warner Cable receive the scrutiny it deserves, or simply be fast-tracked for approval based on politics?

Let’s look at some history—which is detailed in a new Frontiers of Freedom report. In 2009, the Obama Administration gave Solyndra, a failing California solar panel firm, a $536 million “loan.” Shortly thereafter, Solyndra was fully bankrupt. Prior to the loan, Solyndra executives and board members gave generously to Barack Obama, including Tulsa oil billionaire and Obama bundler George Kaiser, one of Solyndra’s main investors.

UnitedHealth Group is expecting higher earnings thanks to ObamaCare. After United supported passing the plan, one of its subsidiaries, Quality Software Services, Inc. won a contract of $90 million for the rollout of Healthcare.gov. UnitedHealth’s Executive Vice President Anthony Welters and his wife are significant Obama donors and bundlers. The Administration did not perceive any conflict of interest in providing the nation’s largest health insurer with the keys to Healthcare.gov.

If money buys favors from the Obama Administration, a lack of it produces the opposite.

Government Suspends Controversial Program to Recover Money from Adult Children of Dead Taxpayers

The Social Security Administration announced Monday it is suspending a controversial program that goes after adult children of deceased taxpayers who the government claims were recipients of overpayments more than a decade ago.

Acting Social Security Commissioner Carolyn W. Colvin said she has directed an immediate halt to the three-year-old program while the agency does a review. The controversial program seized tax refunds in an effort to recoup the funds.

The move to halt the program came after many of the recipients and members of Congress complained to the federal agency.

“While this policy of seizing tax refunds to repay decades-old Social Security overpayments might be allowed under the law, it is entirely unjust,” Democratic Sens. Senators Barbara Boxer of California and Barbara Mikulski of Maryland said in a letter to Colvin.

After Colvin’s announcement, Boxer said in a statement: “I am grateful that the Social Security Administration has chosen not to penalize innocent Americans while the agency determines a fair path forward on how to handle past errors.”
