The Biden administration released 11 Yemeni terrorists, who were captured after the September 11, 2001, terrorist attacks, from Guantanamo Bay.
While the men had been “approved for transfer by national security officials” more than two years ago, they were approved to be transferred to Oman on Monday, according to NPR News.
Oman reportedly “agreed to help resettle them and provide security monitoring” for the 11 prisoners, who are described as being “former al-Qaeda members,” according to records from the U.S. Department of Defense.
The outlet noted that the transfers of the prisoners were “originally scheduled to happen in October 2023,” but were paused “due to concerns” regarding the “instability in the Middle East” in the aftermath of Hamas’s October 7, 2023, attack on Israel.
That the plan was resurrected during President Biden’s final two weeks in office signals a last-ditch effort by his administration to shrink Guantanamo’s prisoner population and get closer to his goal of trying to close the facility. In recent weeks, the U.S. has transferred four other Guantanamo inmates — a Kenyan, a Tunisian and two Malaysians — and is preparing for the transfer of at least one more, an Iraqi.

‘20th Hijacker’ of 9/11 Transferred From Guantanamo to Psychiatric Facility in Saudi Arabia

The Pentagon says that Mohammad Mani Ahmad al-Qahtani, 46, will receive treatment at a psychiatric facility when he arrives back in the country.

Pentagon Says Guantanamo Detainee Accused of Being Linked to 9/11 Transferred to Saudi Arabia
By CBS News. The Defense Department announced Monday that Mohammad Mani Ahmad al-Qahtani, who has been accused of being the “20th hijacker” in the September 11, 2001 terrorism plot, has been sent home to Saudi Arabia from the military prison at Guantanamo Bay.
A review board determined in June 2021 that al-Qahtani did not present a current threat to national security, and recommended repatriation to Saudi Arabia. Secretary of Defense Lloyd Austin notified Saudi Arabia in February of the decision.
“The United States appreciates the willingness of Saudi Arabia and other partners to support ongoing U.S. efforts toward a deliberate and thorough process focused on responsibly reducing the detainee population and ultimately closing of the Guantanamo Bay facility,” the Defense Department said in a statement.
Shayana Kadidal, senior managing attorney of the Guantanamo project at the Center for Constitutional Rights, said al-Qahtani has suffered schizophrenia since a young age, and that in 2002, an FBI official saw al-Qahtani speaking to non-existent people, hearing voices and crouching in a corner of his cell while covering himself with a sheet for hours. Kadidal said al-Qahtani has repeatedly tried to kill himself.
In a statement from February, the Center for Constitutional Rights said that an independent psychiatric expert examined al-Qahtani at Guantanamo and confirmed the diagnosis of schizophrenia in 2016, and the military’s own doctors unanimously agreed with that conclusion. Despite warnings that Muslim terrorists remain a grave threat to the United States, President Obama gave two dangerous veteran jihadists at Guantanamo Bay get-out-of-jail-free cards earlier this month.
Emptying out Guantanamo is a longtime goal of Obama. Shuttering the terrorist detention facility located on U.S.-held territory in Cuba has been a goal of President Obama, going back at least to the campaign trail in 2008. He wants to close the prison camp and unleash the worst of the worst among Islamic terrorists, allowing them to wreak havoc and kill more Americans. Violent Muslim militants are merely misunderstood people from a foreign culture, in Obama’s view.
Obama doesn’t give a farthing’s cuss about the prospect of these hardened terrorists returning to the glories of jihad-fighting after leaving Gitmo. Terrorists, freedom fighters — why quibble? They’re all more or less the same to the president.
The first newly freed detainee, Salem Abdul Salem Ghereby (also known as Rafdat Muhammad Faqi Aljj Saqqaf, Falen Gherebi, and Salim Gherebi), a 55-year-old Libyan national, was transferred to Senegal on April 3.
Senegal, a French-speaking country on Africa’s western coast, also accepted Ghereby’s comrade-in-jihad, Omar Khalifa Mohammed Abu Bakr (also known as Omar Khalif Mohammed Abu Baker Mahjoub, Omar Mohammed Khalifh, and Omar Mohamad Khalifah), another Libyan national who is thought to be 43 or 44 years old.
Why Senegal? Perhaps because about 95 percent of Senegal’s up to 14 million inhabitants are Muslims.
Although Senegal “has shown no signs of jihadist terrorism” and its government has cracked down on terrorist financing and money laundering in the region, it is bordered by Islamist violence-plagued Mali and Mauritania. According to the American Foreign Policy Council, there are concerns that Senegal “presents a potential ‘backdoor’ for radical, jihadist Islam, which already exhibits a major presence in rapidly-changing North Africa.”
According to a 2008 Department of Defense report, Ghereby was a member of the Libyan Islamic Fighting Group (LIFG) also known as Al-Jama’a al-Islamiyyah al-Muqatilah bi-Libya, which is reportedly tied to al-Qaeda.
Ghereby had been an “explosives trainer and a veteran jihad fighter” who participated in hostilities against U.S. and coalition forces in Osama bin Laden’s Tora Bora Mountain complex in eastern Afghanistan. He was deemed to be only a “medium threat from a detention perspective” and of “medium intelligence value,” but was considered to be “high risk, as he is likely to pose a threat to the US, its interests, and allies[.]”
Like Ghereby, Bakr was deemed to present a “high risk” to U.S. interests but unlike Ghereby he was deemed “a high threat from a detention perspective” and is “of high intelligence value.”
“If released without rehabilitation, close supervision, and means to successfully reintegrate into his society as a law abiding citizen, it is assessed detainee would immediately seek out prior associates and reengage in hostilities and extremist support activities,” according to the DoD. Bakr mostly behaved himself in custody but he “has threatened to kill US personnel on several occasions.”
Bakr, who has “extensive explosives knowledge” according to the Pentagon, admits to being a member of LIFG and was identified as “commander of a militant training camp and acknowledged serving as trainer.” He was also identified as an “arms dealer who provided support to [Osama bin Laden] in Sudan” and was determined to have been active in a cell that planned improvised explosive device (IED) attacks against U.S. and coalition forces.
Three months ago Obama released admitted al-Qaeda member and IED maker Tariq Mahmoud Ahmed Al Sawah, a Bosnian, who was shipped off to Bosnia. “These IEDs included the limpet mine to sink US naval vessels and the prototype for the shoe bomb used in a failed attack on a civilian transatlantic flight,” the DoD reported.
Another bomb maker, Abd al-Aziz Abduh Abdallah Ali al-Suwaydi, a Yemeni, was transferred to Montenegro.
Obama, who will return to private life in nine months blithely told Yahoo! News in December that “only a handful” of Gitmo detainees had returned to the battlefield. Actually, the number was 196 as of July 2015, according to the Office of the Director of National Intelligence (ODNI). The 196 figure represents 30 percent of the 653 detainees removed from Gitmo who were confirmed or suspected of returning to the battlefield.
President Obama continues to delude himself, claiming that Gitmo’s continuing existence is the jihadist equivalent of waving a red cape at a bull.
“I am absolutely persuaded, as are my top intelligence and military advisers, that Guantanamo is used as a recruitment tool for organizations like ISIS, and if we want to fight ’em, then we can’t give ’em these kinds of excuses.”
But whose excuses is Obama talking about?
He is the one serially lying and making up excuses to justify releasing his jihadi soulmates. As the Weekly Standard notes, “Guantanamo rarely appears in jihadist propaganda, whether ISIS or al Qaeda, and reviews of recent propaganda materials from ISIS and al Qaeda – online videos and audio recordings, glossy magazines, etc. – found very few mentions of the facility.”

Americans have been killed by prisoners released from the detention center at Guantanamo Bay, Cuba, a senior Defense Department official told lawmakers Wednesday, triggering sharp criticism from Republicans opposed to shuttering the facility in the wake of deadly attacks by the Islamic State group in Brussels and Paris.
Paul Lewis, the Pentagon’s special envoy for Guantanamo detention closure, declined to provide the GOP-led House Foreign Affairs Committee with details. He would not say whether the incidents occurred before or after President Barack Obama took office in January 2009.

The number of former Guantanamo Bay detainees suspected of re-engaging in terrorism or insurgency after being released by President Obama doubled from six to 12 in the six months through January, according to data released Tuesday by the administration.
Critics of Obama’s plan to close the Guantanamo detention facility are certain to use the new totals to bolster their arguments that the recidivism rate is too high to continue releasing prisoners to foreign countries.
Of the 144 detainees released under Obama, the number now confirmed to be back in the fight is seven, according to the report from the Office of the Director of National Intelligence. The number of Obama-era releases suspected of re-engaging is now 12.
In addition, one more former detainee who was released under President George W. Bush is now suspected of rejoining the fight.

Ten Detainees Leaving Gitmo in Bulk Transfer Today, Defense Officials Say
By Lucas Tomlison. The U.S. military is preparing a bulk transfer of 10 detainees on Thursday from its detention center at Guantanamo Bay, Cuba, two defense officials told Fox News.
The transfer, amounting to about 10 percent of the remaining prisoners, marks the largest group of detainees to be shipped out of the camp since Defense Secretary Ash Carter informed Congress in December his department would transfer a wave of detainees at the beginning of 2016. . . .
But the moves have heightened security concerns, as some of the latest detainees being shipped out were deemed medium- or high-risk prisoners. “All these guys are the ‘hardcore’ type; if not, they would have been transferred earlier,” said one official familiar with the list of those being transferred Thursday. . . . White House Chief of Staff Denis McDonough on Sunday vowed that President Obama will close the Guantanamo Bay detainee facility before his presidency ends in 11 months.
“He feels an obligation to his successor to close that, and that’s why we’re going to do it,” McDonough said on “Fox News Sunday.” “Sure we are.”
However, McDonough declined to answer whether Obama would use his White House powers to sidestep Congress and close the facility.
“The president just said he’s going to present a plan to Congress and work with Congress and then we’ll make some final determination,” McDonough said.

Photo Credit: AP The Obama administration intends to transfer up to 10 detainees from the Guantanamo detention center to other countries this month, a senior defense official told Defense One. These would be the first since transfers came to a pregnant pause in January.
“You’re likely to see some progress in June,” the defense official said Wednesday. “I just talked to the National Security Council and State [Department], so we can say maybe up to 10 — no specific timeframe, but in the near future. And then we’re actively engaged with a number of countries in additional negotiations regarding the 57 that are eligible. But sometime this summer, maybe June, up to 10.”
Of the prison’s 122 detainees, 57 have been cleared for transfer to other countries by the Pentagon as part of an interagency review.
Last year, the Obama administration sped up transfers in a race to empty the detention center before the Republican-led Congress could block attempts to close it. Those transfers came to a halt in January. In April, the Washington Post reported they might start again, and today, the official told Defense One that some June transfers are likely.
These would be the first prisoners to leave Guantanamo under new Defense Secretary Ashton Carter. In February, he replaced Chuck Hagel, who clashed with the administration over his recalcitrance to approve transfers. Ultimately, Hagel transferred 44 Guantanamo detainees — more than half of those in the weeks before he stepped down in November. Governor Bobby Jindal: Muslim Leaders Have Responsibility to Say Terrorists are ‘Going Straight to Hell’

On December 18, 2014, the State Department put Ibrahim al-Rubaysh, a senior leader of al Qaeda in the Arabian Peninsula, on a Specially Designated Global Terrorist watch list. Al-Rubaysh plays a key role in operational planning for the terrorist group and provides justification for their attacks. He’s also made public statements on more than one occasion calling for war against the United States. For these reasons, there’s been a $5 million reward offered since October for information that could lead to his capture.
The problem is not the terrorist per se, or the State Department’s decision to place him on the global watch list; it’s the fact that the U.S. already had him once—and let him go.
