Napolitano Warns Large-Scale Cyberattack on US is Inevitable (+video)

janet5 (1)Outgoing Homeland Security Secretary Janet Napolitano warned her successor on Tuesday to move quickly to prepare for an inevitable large-scale cyberattack against the United States.

Napolitano, delivering her farewell address at the National Press Club, said her successor should move fast to strengthen the nation’s cyber defenses.

“Our country will, at some point, face a major cyber event that will have a serious effect on our lives, our economy and the everyday functioning of our society,” said Napolitano.

“While we have built systems, protections and a framework to identify attacks and intrusions, share information with the private sector and across government, and develop plans and capabilities to mitigate the damage, more must be done, and quickly.”

Napolitano said that while the terrorist threat to the country has not been eliminated, the ability for the U.S. to thwart attacks rapidly increases with each uncovered plot.

DHS Loses Track of One Million Foreigners, Puts Amnesty Bill at Risk

Photo Credit: APThe Homeland Security Department has lost track of more than 1 million people who it knows arrived in the U.S. but who it cannot prove left the country, according to an audit Tuesday that also found the department probably won’t meet its own goals for deploying an entry-exit system.

The findings were revealed as Congress debates an immigration bill, and the Government Accountability Office’s report could throw up another hurdle because lawmakers in the House and Senate have said that any final deal must include a workable system to track entries and exits and cut down on so-called visa overstays.

The government does track arrivals, but is years overdue in setting up a system to track departures — a goal set in a 1996 immigration law and reaffirmed in 2004, but which has eluded Republican and Democratic administrations.

“DHS has not yet fulfilled the 2004 statutory requirement to implement a biometric exit capability, but has planning efforts under way to report to Congress in time for the fiscal year 2016 budget cycle on the costs and benefits of such a capability at airports and seaports,” GAO investigators wrote.

Outside business groups and Republican donors are trying to breathe life into the push for getting an immigration bill through Congress this year.

Photo Credit: Center for American ProgressDemocrats and Republicans largely heaped praise upon Homeland Security Secretary Janet Napolitano after she announced she would resign her post later in the year, but a longtime constitutional attorney says there is not much to applaud – especially for anyone concerned about preserving freedom and limiting government intrusion in their lives.

“What the Department of Homeland Security became under Janet Napolitano is this monstrous surveillance and very intimidating group,” said Rutherford Institute President John Whitehead, a constitutional attorney for the past 40 years and author of “A Government of Wolves: The Emerging American Police State.”

“I think originally there were some good intentions with the Department of Homeland Security, but what happened under President Obama is that it accelerated rapidly,” Whitehead told WND. “I criticized George Bush’s policies. Under President Obama, we’re zooming.”

Whitehead said the Napolitano legacy of reducing freedom is evident across the board, starting in early 2009 when the department issued a report listing returning soldiers as one of the greatest threats to American security.

“Another program Napolitano set up is Operation Vigilant Eagle, which is a surveillance system done on all returning veterans from overseas, where they watch Facebook posts, text messages, emails of returning veterans to see if they’re going to be disgruntled,” Whitehead said. “There are quite a few disgruntled veterans. In fact, one that we helped just filed a major lawsuit against the Department of Homeland Security.”

DHS Chief Janet Napolitano Resigns; Rewarded With Presidency of 10 Campuses, Huge Salary (+video)

Her appointment also means the 10-campus system will be headed by a woman for the first time in its 145-year history.

Napolitano’s nomination by a committee of UC regents came after a secretive process that insiders said focused on her early as a high-profile, although untraditional, candidate who has led large public agencies and shown a strong interest in improving education.

UC officials believe that her Cabinet experiences –- which include helping to lead responses to hurricanes and tornadoes and overseeing some anti-terrorism measures — will help UC administer its federal energy and nuclear weapons labs and aid its federally funded research in medicine and other areas.

Obama Meets In Oval Office With Illegal Aliens

Photo Credit: Official White House Photo/Pete SouzaPresident Barack Obama and Vice President Joe Biden met in the Oval Office on Tuesday with three people who are in the country in violation of U.S. immigration laws but who have received “deferred action” allowing them to stay in the country under the terms of a “memorandum” issued unilaterally last year by Homeland Security Secretary Janet Napolitano.

While conceding that she had no legal authority to change the “immigration status” of illegal aliens or provide them with a “pathway to citizenship,” Napolitano instructed the top officials at Customs and Border Protection, Citizenship and Immigration Services, and Immigration and Customs Enforcement to use what she called “prosecutorial discretion” in not enforcing the immigration laws against certain classes of immigration lawbreakers.

These included illegal aliens who arrived in the United States before their sixteenth birthday, had graduated from high school or served in the military, had not been convicted of “significant” or “multiple” misdemeanors, and had not yet turned thirty.

Before Napolitano issued this unilateral order allowing the illegal aliens to remain in the country in violation of the law, President Obama’s allies in Congress had failed to secure passage of the Dream Act, which would have allowed such persons to became legal residents in the United States.

In all, Obama and Biden met on Tuesday with eight people who are advocating immigration reform, according to White House readout of the meeting. The White House readout listed three of those as having received “deferred action.” Most others were legally in the United States with relatives who were illegal aliens.

Homeland Security Guidelines Advise Deference to Pro-Shariah Muslim Supremacists

Photo Credit: APThe Department of Homeland Security, which under Secretary Janet Napolitano has shown a keen interest in monitoring and warning about outspoken conservatives, takes a very different approach in monitoring political Islamists, according to a 2011 memo on protecting the free speech rights of pro-Shariah Muslim supremacists.

In a checklist obtained by The Daily Caller entitled “Countering Violent Extremism Dos and Don’ts” the DHS’s Office of Civil Rights and Civil Liberties notifies local and national law enforcement officials that it is Obama administration policy to consider specifically Islamic criticism of the American system of government legitimate.

This policy stands in stark contrast to the DHS Office of Intelligence and Analysis’ 2009 memo “Rightwing Extremism: Current Economic and Political Climate Fueling Resurgence in Radicalization and Recruitment” [pdf], which warned of the dangers posed by pro-life advocates, critics of same-sex marriage and groups concerned with abiding by the U.S. Constitution, among others.

The advice of the Dos and Don’ts list is far more conciliatory. “Don’t use training that equates radical thought, religious expression, freedom to protest, or other constitutionally-protected activity, including disliking the U.S. government without being violent,” the manual’s authors write in a section on training being “sensitive to constitutional values.”

Video: Sessions Grills Napolitano on ICE Morale, Enforcement

The exchange centered around a lawsuit filed by a group of ICE agents last year, which takes issue with the executive actions taken by the Obama administration on immigration rules:

SESSIONS: [Chris Crane, head of the National ICE Council] testified that agents are prohibited from enforcing the law and that, indeed, ICE Officers have filed a lawsuit… I have never heard of a situation in which a group of law officers sued their supervisor, and you, for blocking them from following the law… [ICE Agents] were saying that the very oath they took to enforce the law is being blocked by rules and regulations and policies established from on high, and that this is undermining their ability to do what they are sworn to do.

House Republicans Ask Why Saudi Arabia Was Added To Trusted Traveler Program

House Homeland Security Committee Chairman Michael McCaul and the panel’s subcommittee chairmen are calling on Homeland Security Secretary Janet Napolitano to explain why DHS has extended a trusted traveler program to the Kingdom of Saudi Arabia.

In a letter to Napolitano released Thursday, the seven GOP lawmakers voiced their concerns about “potential risks” associated with opening the Global Entry trusted traveler program — which “allows expedited clearance for pre-approved, low-risk travelers upon arrival in the United States” — to Saudi Arabia

“Of the 19 individuals who hijacked American planes on September 11, 2001 — 15 were from the Kingdom of Saudi Arabia,” the committee members wrote in the letter dated March 27 but released the following day. “More recently, following the plot to blow up an international flight over Detroit on Christmas Day 2009, the Department saw fit to increase the scrutiny of passengers from countries like Saudi Arabia. This must be a factor in determining who to admit into the Global Entry Program.”

Napolitano and Saudi Arabian Interior Minister Prince Mohammed bin Nayef announced the agreement to expand the trusted traveler program to Saudi Arabia and begin plans for a similar program for American travelers to Saudi Arabia in January.

“In effort to reaffirm the extraordinary bond between them and advance this partnership, [Ministry of Interior] and DHS have signed an arrangement to begin implementation for each nation’s trusted traveler programs,” the pair said in a joint statement. “The trusted traveler programs will facilitate trade and travel between the Kingdom of Saudi Arabia and the United States of America and will help authorities from MOI and DHS more effectively identify potential threats to keep their borders and countries secure.”

‘Fast And Furious’ Report Finds DHS Missed Warning Signs, Napolitano In The Dark

The second of two reports examining who’s to blame over the federal anti-gunrunning scheme known as Operation Fast and Furious exonerates top officials at the Department of Homeland Security, but paints a picture of ineptitude, ignorance and mismanagement at the DHS operations in Arizona.

A report by the Homeland Security inspector general, obtained Friday by Fox News, concluded many in the agency’s Arizona operation knew for a long time the U.S. helped criminals smuggle guns to Mexico in violation of policy, but did nothing to stop it.

Further, the report said word of the gun-smuggling operation within DHS never traveled beyond Arizona — and claimed Immigration and Customs Enforcement Director John Morton and Homeland Security Secretary Janet Napolitano were never informed of the role ICE played.

According to the report, on numerous occasions ICE and Border Patrol agents stopped vehicles smuggling guns to Mexico, but were instructed by the ATF and U.S. attorney’s office to back off. Even after “suspects admitted to having transported weapons across the border five or six times,” they were not arrested, and ATF did not “try to flip the suspects to get them to cooperate, which was a mistake,” the report said.

The report was especially critical of senior management in Arizona, who oversaw the Fast and Furious case and assigned a full-time agent to the task force running the operation. That agent conducted surveillance, wrote and received reports, and was aware “gun-walking” — or allowing the guns to go into Mexico — “was against policy.” But “senior leaders did not read (his) reports nor instruct him to change his methodology or activities.”

DHS Secretary Doubles Down On Sequester Illegal Alien Dump

Photo Credits: Human Events Evidently Obama’s political technicians have analyzed the blowback from their release of illegal aliens to terrorize Americans into accepting tax hikes, and decided they still have a chance of turning public fury against their political opponents, because according to the Daily Caller we’re going to get more of it:

Homeland Security Secretary Janet Napolitano promised to release more illegal immigrants into the United States, saying the budget sequester has left her no choice.

Several hundred detainees have already released because of the sequester, she insisted. They were released on bail, or because their legal status had changed, she said.

“We’re going to continue to do that … for the foreseeable future,” Napolitano said at a March 4 breakfast meeting hosted by Politico. “We are going to manage our way through this by identifying the lowest risk detainees, and putting them into some kind of alternative to release.”

She’s not even being honest about what has transpired so far, since news reports indicate a stunning 2,000 detainees have already been turned out, with another 3,000 to come. Remember the brief period, at the end of last week, when Team Obama was floating the excuse that this was all a terrible mistake made by that one obscure bureaucrat who got retired?
