[T]he head of the National Security Agency and U.S. Cyber Command has been fired. Gen. Timothy Haugh assumed the dual role not long ago, but he’s gone, and his top deputy has been reassigned (via WaPo):

The director of the powerful wiretapping and cyber espionage service, the National Security Agency, was fired Thursday, according to two current and one former U.S. officials.

Gen. Timothy Haugh, who also heads U.S. Cyber Command, was let go along with his civilian deputy at the NSA, Wendy Noble, according to the officials.

Noble was reassigned to a job within the Pentagon’s Office of the Undersecretary of Defense for Intelligence. The NSA is part of the department.

NSA Emphasizes ‘Strong Defensive Posture’ as It Responds to Report It Hacked China

A new analysis exposing the National Security Agency’s alleged hack of a Chinese university sent shock waves through the cybersecurity community this week, with granular details of the communist country’s investigative findings spilling out into the open.

The Australia-based researcher Lina Lau, who uses the pseudonym @inversecos online, published a detailed breakdown of China’s work to hunt the NSA hackers that Beijing believes penetrated Northwestern Polytechnical University, located in the city of Xi’an.

Asked about the accuracy of Ms. Lau’s work, an NSA senior official offered a lengthy statement that criticized China’s cyber operations — but contained no denial that the U.S. agency had hacked the university.

Former NSA Employee Pleads Guilty After Trying to Sell Classified Information to Russia

A former National Security Agency (NSA) employee pleaded guilty on Monday to attempting to sell classified national defense information to an FBI employee he believed to be an agent of the Russian Federation.

Jareh Sebastian Dalke, 31, of Colorado Springs, faces a possible life sentence after he pleaded guilty today to six counts of attempting to transmit classified National Defense Information (NDI) to an officer or agent of a foreign government, according to the Department of Justice.

His plea agreement states that federal prosecutors agreed not to request more than 22 years in prison, but the U.S. authorities said the judge would ultimately determine his sentence.

Dalke reportedly admitted to the charges during a hearing before U.S. District Judge Raymond Moore, where he answered the judge’s questions concerning the terms of his deal and acknowledged he has been taking medication for mental illness over the last year while in custody. The CIA Is Begging Congress to Please Keep Spying on U.S. Citizens Legal

High-level officials from the CIA, FBI, and NSA are testifying before the Senate Judiciary Committee today, asking Congress to continue allowing the agency to spy on the communications of US citizens. They are urging Congress to reauthorize Section 702 of the Foreign Intelligence Surveillance Act (FISA)—one of the nation’s most hotly contested government surveillance programs. Intelligence agencies have long cited the powerful 2008 FISA provision as an invaluable tool to effectively combat global terrorism, but critics, including an increasing number of lawmakers from both parties, say those same agencies have morphed the provision into an unchecked, warrantless domestic spying tool. The provision is set to expire at the end of this year.

Federal agents urged lawmakers to reauthorize 702 without adding new reforms that could potentially slow down or impair operators’ access to intelligence. The officials danced around advocates’ concerns of civil liberty violations and instead chose to focus on a wide array of purported national security threats they say could become reality without the “model piece of legislation.” Multiple intelligence agents speaking Tuesday invoked the specter of September 11th and warned lawmakers new safeguards limiting agents’ ability to rapidly access and share intelligence on Americans could risk a repeat scenario.

“We must not forget the lessons learned from 911” DOJ National Security Division Assitant Attorney General Matt Olsen said. Olsen laid out the stakes of the hearing saying reauthorizing 702 as the “single most consequential national security decision this Congress can make.”

“The stakes cannot be higher,” he added.

Top senators on the committee meanwhile challenged the agencies and said it was vital to put in place new safeguards such as requiring warrants before searching US citizens’ records stored on the 702 databases. Senate Judiciary Chair Dick Durbin, during his opening statement, drew a hard line in the sand, vowing not to reauthorize the program without new constitutional safeguards. New FBI Rulebook Shows It Collaborated With CIA and NSA to Spy on Americans

With the online publication of its 2021 Domestic Investigations and Operations Guide, the FBI confirmed in a heavily redacted section 20.2 that it collaborates with the NSA and CIA to spy on Americans, even if those Americans have not committed any crimes and are not under any kind of court order.

FBI surveillance of Americans includes:

— Domestic FBI probes, called “assessments,” for which the bureau solicits data from the CIA and NSA so as to prevent federal crimes and national security threats.

— Probe criteria, mainly an “authorized purpose” and clear objective, that do not require the possession of a court warrant.

Which Biden Official Asked the NSA to Unmask Tucker Carlson?

. . .The NSA cannot legally target the communications of Americans without an order from the Foreign Intelligence Surveillance (FISA) court. However, such communications are often “incidentally” collected when an innocent American communicates with a legitimate NSA target, such as someone believed to be under the control of or collaborating with a hostile foreign power. . .

The leaks to the press of NSA collection of Tucker Carlson’s electronic communications suggest the Biden administration either did away with the Trump administration’s rules on unmasking requests, or is ignoring them. In light of this obvious partisan abuse of a U.S. intelligence agency, Congress must press the Biden administration to answer several questions about the Carlson matter:

First, who made the unmasking request for Carlson’s name from NSA reporting? And will this person be held accountable for leaking classified information?

Second, does the Biden administration have a policy on requests by senior officials to unmask the names of Americans from intelligence reports? If so, how is this policy being enforced?

The leaking of Carlson’s identity by Biden officials is a serious matter because it appears to confirm the Biden administration’s use of U.S. intelligence agencies to target its political enemies. But there’s an even more serious concern here: spying on journalists and leaking information based on their private communications constitutes a serious threat to the freedom of the press. Tucker Carlson: We’ve Confirmed the Biden Administration Is Spying on Us!

Fox News anchor Tucker Carlson, host of the most-watched cable news show in the United States as of just weeks ago, confirmed Monday to his audience that the National Security Agency of the Biden administration has been spying on him electronically. . .

He charged that it appears to be an attempt to gather some sort of information that could be used to take his show off the air.

Tucker, long a critic of the Biden administration, said, “We heard from a whistleblower within the U.S. government who reached out to warn us that the NSA, the National Security Agency, is monitoring our electronic communications and is planning to leak them in an attempt to take the show off the air.

“Now that’s a shocking claim and ordinarily we’d be skeptical of it. It is illegal for the NSA to spy on American citizens. It’s a crime. It’s not a third world country. Things like that should not happen in America, but unfortunately they do happen. And in this case they did happen,” Carlson confirmed.

Trump Administration Asks Congress to Reauthorize N.S.A.’s Deactivated Call Records Program

Breaking a long silence about a high-profile National Security Agency program that sifts records of Americans’ telephone calls and text messages in search of terrorists, the Trump administration on Thursday acknowledged for the first time that the system has been indefinitely shut down — but asked Congress to extend its legal basis anyway.

In a letter to Congress delivered on Thursday and obtained by The New York Times, the administration urged lawmakers to make permanent the legal authority for the National Security Agency to gain access to logs of Americans’ domestic communications, the USA Freedom Act. The law, enacted after the intelligence contractor Edward J. Snowden revealed the existence of the program in 2013, is set to expire in December, but the Trump administration wants it made permanent. . .

Complicating matters, three other surveillance authorities primarily used by the F.B.I. are also set to expire in mid-December. They include provisions that let investigators get court orders to collect business records relevant to a national security investigation, wiretap “lone wolf” terrorists without links to a foreign power, and keep wiretapping someone suspected of being a spy or a terrorist who switches phone lines in an effort to evade surveillance. The NSA Lost Control Of A Cyberweapon. Now It’s Being Used Against American Cities.

In 2017, the National Security Agency (NSA) lost control of some of the hacking tools it used “to spy on other countries,” The New York Times reported. The NSA, it appeared, had itself been hacked — or infiltrated:

Fifteen months into a wide-ranging investigation by the agency’s counterintelligence arm, known as Q Group, and the F.B.I., officials still do not know whether the N.S.A. is the victim of a brilliantly executed hack, with Russia as the most likely perpetrator, an insider’s leak, or both. Three employees have been arrested since 2015 for taking classified files, but there is fear that one or more leakers may still be in place. And there is broad agreement that the damage from the Shadow Brokers already far exceeds the harm to American intelligence done by Edward J. Snowden, the former N.S.A. contractor who fled with four laptops of classified material in 2013.

Some of the tools appeared to have been obtained by a group called the Shadow Brokers, who went on to taunt the agency while disclosing information about highly classified operations. . .

The Times reported Saturday that Baltimore and other cities have been targeted by “state hackers in North Korea, Russia and, more recently, China.” In Baltimore, hackers had “frozen thousands of computers, shut down email and disrupted real estate sales, water bills, health alerts and many other services.”

The computer screens of city workers would suddenly lock, the Times reported, and a message would appear demanding $100,000 in Bitcoin to unlock the screens.
