Abdication: Senate GOP Ponders Shifting Power To Obama

Photo Credit: John Shinkle Days before the March 1 deadline, Senate Republicans are circulating a draft bill that would cancel $85 billion in across-the-board spending cuts and instead turn over authority to President Barack Obama to achieve the same level of savings under a plan to be filed by March 8.

Congress would retain the power to overturn the president’s spending plan by March 22, but only under a resolution of disapproval that would demand two-thirds majorities in both the House and Senate to prevail over an Obama veto.

The proposal would require — like the sequester — that no more than $42.6 billion of the cuts come at the expense of defense programs. But the elaborate, almost Rube Goldberg construct is already provoking sharp criticism from Republicans and Democrats alike and reflects a political scramble to escape the fallout from the sequester.

Indeed, a rival Republican proposal to instead come up with alternative cuts and not cede power to the president was already circulating Tuesday night, a 31 page draft bill crafted by Sen. Kelly Ayotte (R-N.H.)

The sweep of the first GOP option, which has leadership support, is striking. If Congress were to follow this course, significant power would be shifted to the president, an unusual maneuver that even Obama himself and Senate Majority Leader Harry Reid (D-Nev.) have scoffed at. But the plan is being advanced by some conservative Republicans who don’t want the White House to continue using the sequester as a public relations hammer.

GOP Blasts Decision To Release Illegal Immigrants Due To Sequester

Photo Credit: Gage Skidmore Republicans are condemning the Obama administration’s decision to release several hundred illegal immigrants from detention facilities because of possible funding cuts from the sequester.

Speaker John Boehner (R-Ohio) blasted the move and said he would be looking for more information.

“This is very hard for me to believe that they can’t find cuts elsewhere in their agency,” he said in an interview set to air Tuesday night on CBS. “I frankly think this is outrageous. And I’m looking for more facts, but I can’t believe that they can’t find the kind of savings they need out of that department short of letting criminals go free.”

House Judiciary Committee Chairman Bob Goodlatte (R-Va.) said the move jeopardized public safety and cut into the trust Republicans and the White House have tried to cultivate in discussions on immigration reform.

“It’s abhorrent that President Obama is releasing criminals into our communities to promote his political agenda on sequestration,” Goodlatte said in a statement. “By releasing criminal immigrants onto the streets, the administration is needlessly endangering American lives.”

Goodlatte, who will play a key role in the immigration debate as Judiciary’s chairman, said the move “undermines our efforts to come together with the administration and reform our nation’s immigration laws.”

Napolitano: Sequester Cuts Will Make US More Vulnerable To Terrorist Attack

Photo Credit: U.S. Embassy New DelhiAllowing the $85 billion sequester to go forward will make the United States more vulnerable to a terrorist attack, Homeland Security Secretary Janet Napolitano warned Monday.

Napolitano added that the blunt nature of the $85 billion in automatic spending cuts set for March 1 “makes it awfully, awfully tough” to mitigate threats faced by the nation.

“I don’t think we can maintain the same level of security at all places around the country with sequester compared to without sequester,” said Napolitano, whose agency includes the Transportation Security Administration.

The cuts will also hit the Pentagon, the Department of Justice and other national security spending, and the administration has warned the spending reductions will hurt the military’s readiness.

“I think if you look at the combination of the effect on [the Department of Homeland Security], the Department of Justice and the Department of Defense, we are having real impacts on the robustness of our defensive posture,” Napolitano told reporters at the White House on Monday.

George Will: The Manufactured Crisis of Sequester

As in: Batten down the hatches — the sequester will cut $85 billion from this year’s $3.6 trillion budget! Or: Head for the storm cellar — spending will be cut 2.3 percent! Or: Washington chain-saw massacre — we must scrape by on 97.7 percent of current spending! Or: Chaos is coming because the sequester will cut a sum $25 billion larger than was just shoveled out the door (supposedly, but not actually) for victims of Hurricane Sandy! Or: Heaven forfend, the sequester will cut 47 percent as much as was spent on the AIG bailout! Or: Famine, pestilence and locusts will come when the sequester causes federal spending over 10 years to plummet from $46 trillion all the way down to $44.8 trillion! Or: Grass will grow in the streets of America’s cities if the domestic agencies whose budgets have increased 17 percent under President Obama must endure a 5 percent cut!

The sequester has forced liberals to clarify their conviction that whatever the government’s size is at any moment, it is the bare minimum necessary to forestall intolerable suffering. At his unintentionally hilarious hysteria session Tuesday, Obama said: The sequester’s “meat-cleaver approach” of “severe,” “arbitrary” and “brutal” cuts will “eviscerate” education, energy and medical research spending. “And already, the threat of these cuts has forced the Navy to delay an aircraft carrier that was supposed to deploy to the Persian Gulf.”

“Forced”? The Navy did indeed cite the sequester when delaying deployment of the USS Truman. In the high-stakes pressure campaign against Iran’s nuclear weapons program, U.S. policy has been to have two carriers in nearby waters. Yet the Navy is saying it cannot find cuts to programs or deployments less essential than the Truman deployment. The Navy’s participation in the political campaign to pressure Congress into unraveling the sequester is crude, obvious and shameful, and it should earn the Navy’s budget especially skeptical scrutiny by Congress.

The Defense Department’s civilian employment has grown 17 percent since 2002. In 2012, defense spending on civilian personnel was 21 percent higher than in 2002. And the Truman must stay in Norfolk? This is, strictly speaking, unbelievable.

The Great Sequester Panic

That’s when the economy begins to stall and we turn our back on our values, all because the federal government will have to begin to cut a few tens of billions of dollars from the largest budget the world has ever known.

This is the lurid fairy tale spun by President Barack Obama. In the fight over the sequester, he is resorting to the tried-and-true (and tiresome) strategy of every official confronted with budget cuts he doesn’t want to implement, from the commander in chief to a lowly bureaucrat toiling at some school district: maximize the scare-mongering and pain.

In Hans Christian Andersen terms, Obama is the princess and the sequester is the pea. Over the next 10 years, the sequester amounts to a $1.16 trillion cut, or roughly 3 cents on every federal dollar. If we can’t squeeze a couple of pennies out of every dollar, we might as well begin our great national bankruptcy proceedings right now.

This year we are supposed to cut $85 billion from a $3.5 trillion budget. And it won’t even be that much. According to the Congressional Budget Office, the federal government won’t be able to cut the full $85 billion. It will manage to cut only about half that in 2013.

Krauthammer: Call Obama’s Sequester Bluff

For the first time since Election Day, President Obama is on the defensive. That’s because on March 1, automatic spending cuts (“sequestration”) go into effect — $1.2 trillion over ten years, half from domestic (discretionary) programs, half from defense.

The idea had been proposed and promoted by the White House during the July 2011 debt-ceiling negotiations. The political calculation was that such draconian defense cuts would drive the GOP to offer concessions.

It backfired. The Republicans have offered no concessions. Obama’s bluff is being called and he’s the desperate party. He abhors the domestic cuts. And as commander-in-chief he must worry about indiscriminate Pentagon cuts that his own defense secretary calls catastrophic.

So Tuesday, Obama urgently called on Congress to head off the sequester with a short-term fix. But instead of offering an alternative $1.2 trillion in cuts, Obama demanded a “balanced approach,” coupling any cuts with new tax increases.

What should the Republicans do? Nothing.

Rank and File Tell GOP Leaders to Keep Sequester, Shutdown ‘On the Table’

WILLIAMSBURG, VA. — GOP leaders on Thursday heard from rank-and-file members in a closed-door session, with many urging sequester cuts or a government shutdown to take effect in hopes of forcing the White House into accepting spending cuts.

Those options are “very much on the table,” veteran Rep. Tom Cole (R-Okla.) told reporters on Thursday, from Virginia, where House GOP lawmakers are meeting for their annual retreat.

According to several sources, during the members-only brainstorming session, Speaker John Boehner (R-Ohio) and House Majority Leader Eric Cantor (R-Va.) delivered “concise” remarks before opening the microphones to member feedback.

Despite recent internal House GOP squabbles over the handling of the “fiscal cliff” negotiations and a handful of defections against Boehner in the vote for Speaker, GOP lawmakers are looking to present a unified front ahead of crucial budget battles.

One lawmaker who was in the room said that members who spoke had been “polite.”

White House Violates Law Again: Sequestration Report Deadline Missed

The White House on Friday said it will miss the legal deadline for delivering a report to Congress on the spending cuts from sequestration that are scheduled to take effect in 2013.

Spokesman Jay Carney told reporters on Air Force One that the report will be coming next week.

Under the terms of the Sequestration Transparency Act signed in August, President Obama was to tell Congress by Friday how the administration plans to implement the $109 billion in automatic cuts mandated by the Budget Control Act.

The Office of Management and Budget has repeatedly failed to make legal deadlines. It delivered its presidential budget proposals and mid-session updates late both this year and last year.

Republicans have tried to tie the tardiness to the failure of the Senate to pass a budget resolution for the last three years.
