Judge Sentences Man To Castration, Lets Him Decide Between Two Options

A Louisiana judge sentenced a convicted sex offender to castration for a second-degree rape charge April 7, according to KTBS.

Caddo District Judge Ramona Emanuel sentenced Floyd Lee Cathron, 61, to castration after he was convicted of rape involving a teenage family member in March, according to KTBS. Cathron will decide if he receives surgical or chemical castration and will be officially sentenced on April 20. Emanuel factored Cathron’s four felony convictions into her decision. Prosecutors said the latest conviction fits a pattern of sex crimes toward children by the convict going back more than 20 years, among them prior rape and incest offenses.

Cathron also faces up to 40 years hard labor and registration as a sex offender for life, the Caddo Parish District Attorney’s Office (CPDAO) said in a press release. He faces heightened sentencing due to previous convictions for aggravated incest, aggravated rape and two counts of felony carnal knowledge of a juvenile.

A jury issued a unanimous guilty verdict against Cathron on March 18 following testimony from multiple people, including the victim, the district attorney’s office said. The CPDAO said it would pursue castration due to his criminal history and latest conviction.

Transgender Sex Offender Escapes Prosecution After Attempted Kidnapping at Elementary School

A transgender registered sex offender accused of trying to kidnap an 11-year-old boy from a Colorado schoolyard will avoid prosecution, thanks to a controversial state law that critics say leaves dangerous offenders back on the streets.

Solomon Galligan — who now identifies as “Carmen” — was deemed mentally incompetent after the April 2024 incident at Black Forest Hills Elementary School in Aurora. Prosecutors say Galligan sprinted toward children during recess, grabbed one boy, and lost his grip only after tripping on a white blanket. Chilling surveillance footage reportedly captured the moment students screamed “Stranger danger!” and scattered.

Doctors concluded Galligan could not be “restored” to competency, and under a 2024 amendment to Colorado’s competency law, the judge had no choice but to dismiss the charges. Galligan’s long criminal history includes a 2011 sex offense conviction and repeated run-ins with the law.

“Because the criminal case had to be dismissed, that’s not something we have any control over anymore,” said Ryan Brackley, assistant district attorney for Colorado’s 18th Judicial District. “We find the statute deficient… We want to avoid a revolving door through the criminal and civil justice systems without meaningful, secure mental health treatment.”

Galligan’s attorney criticized Colorado’s handling of mentally ill offenders, calling the system “broken.” Galligan’s sister, Sarah, said her brother has battled schizophrenia and bipolar disorder since age 16, and warned that the community is unsafe with him at large.

Victim Dante White said his son has suffered lasting trauma from the attempted abduction. “My son wouldn’t even go upstairs to brush his teeth unless I was right there with him. That’s not a way to live,” he told The New York Post.

Galligan is currently in a treatment facility, and prosecutors say the only way for release would be if a licensed professional determines Galligan is no longer a danger. Critics argue that Colorado’s mental health system — plagued by a shortage of beds — risks creating more victims.

Aurora Police Association President David Exstrom called the outcome a failure. “My heart breaks for the kids… And to see he wasn’t held accountable — what’s the long-term impact on their trust in police and the judicial system?”

Registered Sex Offender Steals, Flips Fed’s Vehicle to Escape After Child Porn Discovery During Raid

A Portland registered sex offender who was arrested Wednesday afternoon allegedly led officials into a car crash after they discovered a cellphone during a raid of his home, according to local media.

The man, who was identified as 43-year-old Travis Grygla, was on federal probation after pleading guilty in 2008 to distributing child pornography and a prior state conviction of encouraging child sex abuse as an adult, as well as attempted sexual abuse of a minor as a juvenile, according to Oregon Live. On Wednesday morning Homeland Security Investigations agents arrived at Grygla’s home after a tip alleged he was storing and sharing child pornography images, the outlet reported.

Grygla was arrested by agents and placed in the front passenger seat of an official’s car without handcuffs, however, roughly an hour into the investigation the sex offender told a nearby officer, “This is not going to go good for me,” according to an affidavit obtained by Oregon Live. As agents found hidden memory cards and a black Samsung phone within Grygla’s home, the 43-year-old locked the car doors and placed himself in the driver’s seat.

Grygla then took off, leading agents on a car chase down Portland’s Southeast Division Street onto Interstate 205 northbound, ramming into an agent’s car who attempted to stop him, Oregon Live reported. The registered sex offender reached speeds of 115 to 120 mph as he drove into Washington state.

Multiple agencies including Portland police, Vancouver police, Washington State Patrol and Cowlitz County sheriff’s deputies became involved in the pursuit, which ended with Grygla’s stolen car being flipped by an officer who rammed into the vehicle off an exit of the freeway in Castle Rock, Washington, according to the affidavit. Dad Accused of Killing Sex Offender With Shovel, Moose Antler

A 27-year-old Minnesota man is accused of fatally beating an elderly sex offender to death on Wednesday, using a shovel and moose antler.

Officials charged Levi Axtell with second degree murder in the death of 77-year-old Lawrence Scully, who was killed inside his Grand Marais home, NBC Los Angeles reported Saturday.

The elderly victim was convicted of molesting a six-year-old girl in the late 1970s, according to Fox News.

Following the killing, the suspect went to the Cook County Sheriff’s Office where he told authorities what happened, all while he was covered in blood.

Former Alaskan Sex Offender Named ‘Pirate’ Sentenced for Burning Disabled Woman

An Idaho sex offender named “Pirate” was sentenced Tuesday to time served for burning a disabled woman with a cigarette.

Pirate, who spent a year in jail before he was released last month, won’t do any more time behind bars for the crime but was ordered to pay $515 as part of a plea deal, East Idaho News reported. . .

Pirate, 43, was accused of burning a woman with disabilities in November 2009, the Idaho State Journal reported.

He had met the victim on a dating app and later stayed in her home, allegedly burning her multiple times and flicking ashes in her mouth, the Journal said. . .

Police Report: Parents Capture, Duct Tape Sex Offender Standing In 5-Year-Old Girl’s Bedroom

A California mother and father subdued and duct-taped a registered sex offender who they caught standing in their 5-year-old daughter’s bedroom early Tuesday after he broke in through a window, authorities said.

The parents caught a man, who deputies later identified as 39-year-old registered sex offender Daniel Diaz, prowling outside their home in Grayson around 5 a.m., FOX40 Sacramento reported, citing the Stanislaus County Sheriff’s Office. . .

“He was in the living room window trying to peek in and he was grabbing his private parts and just looking around,” the girl’s mother Martha Zepeda told WLTX-TV in Spanish through a translator.

But the father lost sight of the man as he walked around the outside of the house, according to the family, until they heard a loud noise come from their 5-year-old daughter’s bedroom. . .

The father rushed the man and forced him outside, where he wrestled him to the ground, authorities said. He and his wife restrained him using duct tape as they waited for officers to arrive. Sex Offender Caught Allegedly Taking Photo of Woman in Bathroom Stall

A serial sex offender was arrested Saturday after he allegedly took a picture of a woman in a restroom stall at the Lloyd Center mall in Portland, Oregon.

“Portland police received a report at 12:20 p.m. of a sex offense at the mall,” KGW 8 reported. . .

“Officers learned a woman was using the bathroom when a man attempted to take a photograph. The woman confronted the man and notified security, who detained Walter,” the article read. . .

The suspect, whom the media dubbed the “TriMet Barber,” has a history of cutting, gluing, or masturbating into women’s hair while riding TriMet buses and trains.

“Walter was sentenced to one year in jail in 2019 for inappropriately touching multiple women. He pleaded guilty to sexual harassment, sex abuse and interfering with public transportation. Alaska Supreme Court Rules State Sex Offender Registry Law Unconstitutional

The Alaska Supreme Court ruled that a state law requiring the registry of all sex offenders is unconstitutional because it violates offenders’ rights to due process. The ruling was issued Friday.

In a 3-2 decision, the court said an offender must be given the chance to prove he or she is rehabilitated and no longer remains a threat to the public.

“Our decision requiring an individualized risk-assessment hearing is based on the judicial power,” the court wrote in its opinion. If an offender “can show at a hearing that he does not pose a risk requiring registration, then there is no compelling reason requiring him to register, and the fact that ASORA does not provide for such a hearing means that the statute is unnecessarily broad.”

The court, however, upheld a lower court ruling mandating the registration of sex offenders upon moving to Alaska if they were required to register in another state as well.

The Alaska Sex Offender Registry Act requires sex offenders to register with law enforcement 30 days before being released from jail or prison or within a day of a conviction where the sentence doesn’t include jail time. Sex Offender Hosts ‘Drag Queen Storytime’ for Children

The Houston Public Library has issued an apology after a registered sex offender was allowed to entertain children during the library’s highly controversial program called “drag queen storytime.” . . .

The library announced last Friday that a review of its volunteers revealed Albert Alfonso Garza never submitted a background check before being allowed to entertain children during “drag queen storytime,” KTRK-TV reported.

According to the Houston Chronicle, Garza was convicted of aggravated sexual assault of an 8-year-old child in 2009. . .

“In our review of our process and of this participant, we discovered that we failed to complete a background check as required by our own guidelines. We deeply regret this oversight and the concern this may cause our customers. We realize this is a serious matter,” the library said in a statement, KTRK reported.

We are taking the appropriate action to ensure that the status of every participant in every program throughout our system is verified. Registered Sex Offender Running for City Council

A registered sex offender is running for city council in Aurora.

Abel Laeke, 39, is vying for one of two open at-large seats.

A charge from 2004 landed Laeke on the Colorado Bureau of Investigation’s sex offender registry.

Laeke told CBS4’s Melissa Garcia on Saturday by phone that he could not comment on his criminal record due to pending litigation.
