A small town Alaska cop sexted a 12-year-old girl repeatedly during a drunken, on-duty bender, authorities say.

Leon Outwater, 21, sent 20 messages from his work cell phone before the girl’s mother caught on and called Alaska state police, troopers said.

“He was sending the text messages to her, and then deleting them,” state police spokeswoman Beth Ipsen told the Daily News.

The calls took place over a 24-hour period in November in the tiny village of Kobuk in northwestern Alaska, authorities said.

“I was drunk,” Outwater, 21, told troopers, according to court documents obtained by the Anchorage Daily News.

Faculty: Sexual Harassment Policy Approved by Feds ‘Orwellian’

Faculty members expressed alarm at new sexual harassment policies at the University of Montana approved by the Departments of Justice and Education.

Of special concern is a requirement that those professors who fail to complete training are being reported to the federal government.

Faculty members questioned exactly what information the university felt obliged to report to the DOJ and asked how the agency plans to use the information in a letter to University of Montana President Royce Engstrom, the Missoulian reported last week. They also asked what additional information the university would provide to the DOJ if the agency asked follow-up questions.

The Foundation for Individual Rights in Education criticized the new “unconstitutional” policy and the DOJ’s request for a list of faculty names.

“Not only has the federal government approved an unconstitutional speech code, it has demanded a list of the names of faculty members who don’t attend a training session about it,” said FIRE President Greg Lukianoff in a statement.

San Diego Mayor Bob Filner Agrees to Resign

Embattled San Diego Mayor Bob Filner has agreed to resign Aug. 30 after 17 allegations of sexual harassment.

But in public remarks at a City Council meeting Friday announcing his resignation, an emotional Filner claimed he was the victim of a “lynch mob” and “if given due process, I would be vindicated.”

The City Council voted 7-0 to accept a deal with Filner to end a political stalemate after 17 women, including a great-grandmother, identified themselves as targets of unwanted advances, including touching, forcible kisses and lurid comments.

Filner, 70, who has been in office just nine months, began his remarks by saying “I offer a deep apology. The city should not have been put through this. My own personal failures are responsible and I apologize to the city.”

Referring to the harassment allegations, he said, “To all the women that I’ve offended, I had no intention to be offensive, to violate any physical or emotional space.”

San Diego Mayor Ignores Calls to Resign, Plans 2 Weeks of ‘Therapy’ Instead (+video)

Photo Credit: Fox News San Diego Mayor Bob Filner once again brushed off mounting calls to resign on Friday, saying at a hastily arranged news conference that he has decided instead to enter what he described as a behavioral counseling clinic for two weeks of “intensive therapy.”

The decision comes after a total of seven women came forward this week to accuse him of sexual harassment and unwanted sexual advances.

The succession of allegations prompted the head of the Democratic Party, Debbie Wasserman Schultz, to call for Filner’s resignation earlier Friday.

Filner, however, did not resign. In a bizarre public statement beset by audio problems, Filner said he would merely take two weeks off starting Aug. 5 for therapy. He described this as the “first step in what will be a continuing program” of regular counseling.

He made clear he intends to stay in office, saying he’ll be getting briefed on city activities every morning and evening while in therapy. And when he returns on Aug. 19, he said, “my focus will be on making sure that I am doing right by this city in terms of being the best mayor I can be and the best person I must be.”

Obama Apologizes For Sexually Harassing Attorney General

By Michael D. Shear. President Obama late Thursday night called Kamala Harris, the California attorney general, and apologized to her for telling a group of wealthy donors that she is the “best-looking attorney general in the country.”

Mr. Obama made the comment on Thursday morning at a fund-raiser outside San Francisco. He praised Ms. Harris as being “brilliant,” adding, “she is dedicated and she is tough” before commenting on her looks.

There was a quick reaction on social media sites, with some people accusing Mr. Obama of being sexist and others defending his comment as harmless.

But the president’s aides apparently knew the potential for political damage. Soon after Air Force One returned Mr. Obama from his West Coast fund-raising trip, he called Ms. Harris and apologized, according to Jay Carney, the White House press secretary.

“You know, they are old friends and good friends,” Mr. Carney said, “and he did not want in any way to diminish the attorney general’s professional accomplishments and her capabilities.” Read more from this story HERE.

Obama’s ‘best-looking’ remark was sexist

By Ruben Navarrette Jr. It’s a good thing that Barack Obama is only the president of the United States and leader of the free world, and that he doesn’t have a really important job like television sportscaster.

Because in that other role, as we learned a few months ago, a man is simply not allowed to publicly compliment a woman on her good looks without getting in big trouble.

Just ask Brent Musburger. In January, after the BCS National Championship game, the ESPN commentator came under fire in the media and blogosphere. At issue: off-handed comments that Musburger made about University of Alabama quarterback A.J. McCarron’s girlfriend, Katherine Webb.

ESPN issued an apology, saying that the 73-year-old veteran sportscaster “went too far” in his commentary. In an interview with the New York Times, Michigan State University journalism professor Sue Carter called what Musburger said “extraordinarily inappropriate.” On the sports news website, BleacherReport.com, Jessica Isner suggested that his remarks were, at the least, “weird and creepy.”

It went on and on.

So what did Musburger say back then that was so terrible? As the camera focused on Webb, a former Miss Alabama, in the stands, the sportscaster turned to his co-announcer Kirk Herbstreit, a former quarterback at Ohio State University, and said: “You quarterbacks, you get all the good-looking women. What a beautiful woman.” Read more from this story HERE.

Napolitano “pondering stepping down” as top aide is put on leave due to allegations of lewd behavior

Homeland Security boss Janet Napolitano’s embattled high-ranking immigration aide took a leave of absence following salacious new claims about the agency’s alleged sexually hostile environment toward men, while Napolitano herself indicated she is pondering stepping down.

Suzanne Barr, who has close Arizona ties to Napolitano, took a “voluntary leave,” according to Brian Hale, spokesman for the Immigration and Customs Enforcement agency. Barr’s leave, which began Tuesday, comes as two more male accusers claimed they personally witnessed Barr engage in lewd and hostile behavior with subordinates.

In a sworn affidavit obtained by The Post but with the accuser’s name redacted, an ICE employee described as an assistant attaché says at a party at the deputy chief of mission’s house in Colombia in 2009, “He said she got too close for comfort.Suzanne Barr approached me and offered to give me a b— job.”

ICE travel records obtained by The Post confirm Barr traveled to Colombia along with ICE director John Morton between Sept. 20 and Sept. 23, 2009, to meet with Colombian officials and ICE staffers.

An affidavit by another ICE employee states that just before Halloween in 2009, at a gathering in the ICE director’s office, Barr turned to another ICE employee and called him a “sexy mothaf–ker!” Barr also allegedly “looked at his crotch and asked, ‘How long is it anyway?’” prompting other employees to laugh nervously, according to the statement.
