By Liz Sly. Isis’s vaunted exercise in state-building appears to be crumbling, as living conditions deteriorate across the territories under its control, exposing the shortcomings of a group that devotes most of its energies to fighting battles and enforcing strict rules.

Residents say services are collapsing, prices are soaring and medicines are scarce in towns and cities across the “caliphate” that Isis proclaimed in Iraq and Syria, belying the group’s boasts that it is delivering a model form of governance for Muslims.

Slick videos depicting functioning governing offices and the distribution of aid fail to match the reality of growing deprivation and disorganised, erratic leadership, the residents say. A trumpeted Isis currency has not materialised, nor have the passports the group promised. Schools barely function, doctors are few and disease is on the rise.

In the Iraqi city of Mosul, the water has become undrinkable because supplies of chlorine have dried up, according to a journalist living there, who spoke on the condition of anonymity. Hepatitis was spreading and flour for bread was becoming increasingly scarce, he said. “Life in the city is nearly dead, and it is as though we are living in a giant prison,” he said.

Despite ISIS’s Dysfunctional Self-Governance, Some Believe We’re Grossly Underestimating ISIS

Following the news that Islamic State fighters had successfully downed a Jordanian warplane and captured its pilot, U.S. Central Command claimed that there was no evidence that ISIS was responsible for shooting that aircraft out of the sky. In a statement, CENTCOM offered glowing praise for America’s freshly demoralized regional ally and offered no alternative theory for why that aircraft was lost. Take that as you will.

For all the talk of ISIS’s military prowess, or lack thereof as the case above may be, there has until recently been a dearth of substantive discussion about the state of affairs in the areas occupied by ISIS. The dangerous campaign being waged by coalition forces on the fringes of the so-called Islamic State has only just begun, and it is already claiming American and coalition assets and lives. Eventually, that campaign will need to press on into the state’s interior.

But “eventually” seems farther and farther off as the weeks go by. . .

This situation brought to mind recent comments from . In an interview following his return from ISIS-controlled areas, the intrepid reporter wondered if Western leaders were not seriously underestimating the danger posed by ISIS’s brutish militants.

In an interview with CNN, [Juergen Todenhoefer, a journalist who recently toured areas under Islamic State control] told familiar tales of the horrors of child soldiers, systematic beheadings, and foreign fighters with an unshakable loyalty to ISIS’s cause for whom the word “zealotry” seems an insufficient description. He also told, however, of the status of the “state” aspects of the Islamic State. Perhaps Todenhoefer’s most terrifying revelation was his claim that a sense of routine is beginning to take hold amongst the remaining residents of the cities flying an ISIS banner. CIA Gathered Intelligence on Weapons to Syria: Benghazi Report

A leading Republican wants to expand the House investigation into the 2012 Benghazi terrorist attack by adding a Senate probe, as a new House Intelligence Committee report Friday concluded that the initial CIA assessment found no demonstrations prior to the assault and a primary purpose of the CIA operation in eastern Libya was to track the movement of weapons to Syria.

The report described the attack as “complex” with the attackers affiliated with Al Qaeda. It also said the initial CIA assessment concluded there were no demonstrations outside the State Department Consulate in Eastern Libya.

Referring to the House Select committee Chairman, and the Democratic ranking member, Sen. Lindsey Graham, R-SC, said the current House investigation should be expanded.

“(Republican) Trey Gowdy and (Democrat) Elijah Cummings have done a good job,” he said. “I can’t imagine the U.S. Senate not wanting to be a part of a joint select committee. We’ll bootstrap to what you’ve done, but we want to be part of discussion,” Graham told Fox News. “What I would suggest to (incoming Senate majority leader) Mitch McConnell is to call up Speaker Boehner and say ‘Listen, we want to be part of this’.”

Graham, along with his two Republican colleagues, Sen. John McCain of Arizona and Kelly Ayotte of New Hampshire, have been outspoken advocates of a special investigation, because they say then-acting director of the CIA Mike Morell misled them about his role in crafting the so-called media talking points that blamed an opportunistic protest gone awry for the assault.

Secretive Guerrilla Group Fighting Back Against ISIS in Syria

Photo Credit: AFPThe self-proclaimed Islamic State is coming under attack from within by a shadowy guerrilla group determined to avenge the treatment of the Syrian people, according to a Syrian Human Rights group.

The Syrian Observatory for Human Rights says there has been an increase in the number of attacks on ISIS targets by gunmen in the Deir al-Zor province in recent weeks. This province, along with the de facto capital Raqqa, forms the centre of ISIS power.

The Daily Mail reports that the group, known as ‘White Shroud’, is formed from the remnants of an anti-Assad group that was crushed by ISIS and claims to have killed more than 100 ISIS fighters. Its name refers to a death shroud it says awaits the ISIS fighters who have wrought havoc on the Syrian people.

The group’s leader, who uses the assumed name Abu Aboud, says that membership is currently around 300 people, adding: “Eighty per cent of the members of White Shroud did not take part in combat before (ISIS) came. We trained them and they joined White Shroud because of the great oppression they felt after Islamic State took control.”

'Khorasan Group' is New Name Coined by Obama for Old Foe

Photo Credit: FrontPageMagThe Obama administration is being accused of coining a new name for an old nemesis by dubbing an Al Qaeda offshoot “The Khorasan Group.”

From Rush Limbaugh to the Carnegie Endowment for International Peace, critics are dubious of the corporate-sounding name rooted in an old term that describes an area on the Afghanistan-Pakistan border and are charging that it may have been introduced last month as a way to avoid invoking the name Al Qaeda, the terror group President Obama once claimed had been “decimated.”

Middle East experts were long familiar with the term “Khorasan,” but its use as part of a terrorist organization’s formal name does not appear in recent online searches prior to Sept. 13, when The Associated Press characterized the militants as a “cadre of veteran Al Qaeda fighters” from Afghanistan and Pakistan who traveled to Syria to connect with the Al Qaeda affiliate there, the Nusra Front.

Ten days later, in a Sept. 23 article, the Carnegie Endowment for International Peace’s Aron Lund also questioned the term’s legitimacy, saying the term “gained currency only” within the past two weeks.

“The sudden flurry of revelations about the ‘Khorasan Group’ in the past two weeks smacks of strategic leaks and political spin,” Lund wrote. “Even if the information provided is entirely correct, which it may well be, the timing can hardly be coincidental — within two weeks of the first press reports, attacks had started against [Khorasan Group leader Muhsin] Fadhli and his allies in Syria.”

Iran President Calls Coalition Airstrikes Illegal Without Syria Approval

Iran’s President Hassan Rouhani said Tuesday the U.S.-led coalition’s airstrikes in Syria are illegal because they were not approved or coordinated with Syria’s government.

Meeting Tuesday with several news editors on the first day of the United Nations General Assembly gathering of world leaders, Rouhani stressed that Iran condemns the Islamic State group for trampling on human rights and torturing and killing civilians. He said Iran stands ready to help fight terrorism.

Rouhani said the U.S. policy is confused because it simultaneously opposes the militants while also trying to undermine the government of Syria’s President Bashar Assad.

“This is clearly nebulous and ambiguous at best,” he said. “This is a very confusing behavior and policy.”

ISIS posts second video purportedly showing British hostage

Islamic State militants have posted a second video online purportedly showing captured British photojournalist James Cantlie, who states that the U.S. and Western nations have underestimated “the strength and fighting zeal” of the group.

In the 6-minute video, a man in an orange jumpsuit who identifies himself as Cantlie says he was abandoned by his government and is a “long-term prisoner of the Islamic State.”

The man quotes a post on a website by former CIA officer Michael Scheuer, who said that Obama does not have a solid plan to defeat ISIS.

Al Qaeda-linked target of strikes in Syria obsessed with next 9/11

The U.S.-led coalition airstrikes in Syria put a spotlight on the shady terrorist group known as Khorasan, a small but potent Al Qaeda offshoot whose sole objective is pulling off another 9/11 terror attack.

The 50 or so fighters hardened from battle in Afghanistan and Pakistan were dispatched to Syria by Al Qaeda leader Ayman Al-Zawahiri not to topple Syrian President Bashar Al-Assad or help the Islamic State establish a caliphate, but to recruit foreign fighters and send them home to kill. With thousands of fighters from Europe and the U.S. drawn to Syria’s bloody civil war, Khorasan’s recruiters have a surplus of passport-ready jihadists to choose from.

“Their focus is recruiting those that hold Western passports so they can attack Western airliners,” said Ryan Mauro, national security analyst and adjunct professor of homeland security at the Clarion Project. “Since Al Qaeda is looking like a bunch of has-beens, an attack on Western airliners would be a way of restoring their credibility.

“It’s the jihadist equivalent of an old rock band launching a comeback tour,” he added.

The group takes its name from a Middle Eastern region that jihadists believe will be host to a final war that brings about the appearance of the Mahdi, the messianic “End Times” figure of Islam,” according to Mauro.

WATCH: Israel Shoots Down Syrian Jet Over Golan Heights

The timing of this incident is rather curious, to say the least. Israel announced today that a single Syrian Su-24 fighter jet crossed over into Israeli airspace over the contested Golan Heights, prompting the IDF to shoot it down with a Patriot battery. This apparently took place while the US and its Arab partners launched air strikes elsewhere in Syria:

The Israeli military shot down a Syrian fighter jet that infiltrated its airspace over the Golan Heights on Tuesday morning — the first such downing in decades, heightening tensions in the volatile plateau.

The military said a “Syrian aircraft infiltrated into Israeli air space” in the morning hours and that the military “intercepted the aircraft in mid-flight, using the Patriot air defense system.”

The military would not say what type of aircraft was downed and said the circumstances of the incident were “unclear.”

A defense official identified the downed aircraft as a Sukhoi Su-24 Russian fighter plane. Previously, it was reported to have been a MiG aircraft. He said the Syrian jet penetrated 2,600 feet into Israeli air space and tried to return to Syria after the Patriot missile was fired.

Geography Lesson for Top Obama Aide: Syria Doesn’t Border Saudi Arabia

Trouble is, Saudi Arabia and Syria share no border.

The senior Obama administration official, who was not identified by name under well-established rules, was speaking about 6 p.m. on a conference call with reporters about ISIS, also known as ISIL or the Islamic State, when he made the geographic gaffe. He said:

ISIL has been, I think, a galvanizing threat around the Sunni partners in the region. They view it as an existential threat to them. Saudi Arabia has an extensive border with Syria … So what we have here is a galvanizing threat from ISIL that is, I think, leading our Sunni partners in the region to join us along the range of potential capabilities that my colleague mentioned.

Obama Told Lawmakers Criticism of His Syria Policy is 'Horsesh*t'

Hillary Clinton and congressmen alike have called on Obama to arm Syria’s rebels. But the president fumed at lawmakers in a private meeting for suggesting he should’ve done more.

President Obama got angry at lawmakers who suggested in a private meeting that he should have armed the Syrian rebels, calling the criticism “horseshit.”

The argument that America should have done more in Syria, made for years by foreign policy leaders in both parties and several members of Obama’s senior national security team, was brought back to the fore this past weekend. Obama and Hillary Clinton gave dueling interviews in which they publicly split on whether the security and humanitarian catastrophe in Syria could have been avoided if the United States had played a larger role. Obama’s outburst on July 31, one week prior, reveals the criticism was already getting to him, even before the White House tried to deflect Clinton’s remarks as pre-presidential political posturing.

Just before the Congressional recess, President Obama invited over a dozen Senate and House leaders from both parties to the White House to talk about foreign policy. According to two lawmakers inside the meeting, Obama became visibly agitated when confronted by bipartisan criticism of the White House’s policy of slow-rolling moderate Syrian rebels’ repeated requests for arms to fight the Assad regime and ISIS.

According to one of the lawmakers, Sen. Bob Corker asked the President a long question that included sharp criticisms of President Obama’s handling of a number of foreign policy issues—including Syria, ISIS, Russia, and Ukraine. Obama answered Corker at length. Then, the president defended his administration’s actions on Syria, saying that the notion that many have put forth regarding arming the rebels earlier would have led to better outcomes in Syria was “horseshit.”

Two Years After Syrian ‘Red Line’ Comment, Obama Takes Action by Proposing a $1.5 Billion Check

…that a red line for us is we start seeing a whole bunch of chemical weapons moving around or being utilized. It would change my calculus. That would change my equation.

They then used chemical weapons multiple times.

I didn’t set a red line. The world set a red line.

American Said To Have Carried Out Suicide Bombing In Syria (+video)

U.S. officials are investigating claims circulated on social media sites that an American fighting with Syria’s rebels helped carry out a suicide truck bombing in the war-torn country over the weekend.

Al-Nusra Front, an al-Qaida-linked rebel group, announced via Twitter the “martyrdom” of Abu Hurayra al-Amriki (Abu Hurayra the American), releasing what it said was a photo of the bomber as well as a video of the attack.

If true, it would be the first time in Syria’s civil war that an American recruit participated in a suicide attack, according to Laith Alkhouri, a senior analyst with Flashpoint Global Partners, which monitors militant websites for government and private clients, who is quoted by Haaretz.

In the video, bearded men can be seen loading artillery shells onto a large truck. Later, what is described as a government-controlled building is suddenly consumed in a massive explosion. A voice on the video is heard yelling “Allahu Akbar!”
