Ten years ago, the 9/11 Commission made a recommendation for 100 percent compliance by July 2012. The requirement was incorporated into the 9/11 Commission Act of 2007. However, Bloomberg recently reported only 5 percent of incoming cargo is checked for nuclear threats.
