Jailbreak + Sanctuaries = Disaster: City Releases Illegal Alien Child Molester Repeatedly

Pro-criminal alien policies and general jailbreak, aka weak-on-crime policies, are converging in America’s major cities to create the greatest public safety threat of our time. Big city governments are refusing to turn illegal aliens over to federal immigration authorities, even with child sex charges or convictions. Likewise, many violent criminals – American or alien – are being released on low bond pretrial, and many barely serve time even after being convicted. The latest example is the case of Grachowe Harrichand in New York City.

On March 6, 2019, Harrichand was arrested by the NYPD and booked on multiple charges of sexual assault against a minor, acting in manner to injure a child less than 17 years old, and aggravated harassment. Harrichand happened to also be an illegal alien from Guyana who was previously ordered deported, according to ICE. “On June 3, Harrichand pleaded guilty to Act In Manner Injure Child, and was sentenced to six months in custody,” wrote ICE in a press release. “The detainer was not honored and Harrichand was released from the custody of the New York City Department of Correction (NYCDOC).”

This is a classic example of how even the worst criminals barely serve any time, and prosecutors are forced to take plea agreements. This would be bad enough if it were only the many American violent criminals who are let out of prison after serving just a few months behind bars. But given that Harrichand is an illegal alien – with a previous order of deportation no less – he should have been turned over to ICE for removal so at least there is one less child molester on the streets of New York.

Well, given the recidivist nature of child sex offenders, it’s no surprise that Harrichand was arrested by the NYPD just days later on July 5 on new charges of sexually assaulting a minor. At this point, you probably expect that even a sanctuary city would either finally lock up this repeat violent offender on a steep pretrial bond or, at the very least, would honor an ICE detainer. Tragically, there is no floor to the moral depravity of both pro-criminal alien and pro-criminal policies in general. Harrichand was later released pending the trial without any notification to ICE, much less a fulfillment of the detainer request. Harrichand was once again released on the streets.

It wasn’t until October 9 that ICE deportation officers arrested him in South Richmond Hill, New York. Imagine if we didn’t have ICE going after criminal aliens. Even the worst repeat child sex offenders would still be on the streets, and indeed, some of them are still at large.

This case demonstrates that liberal cities are so in the tank for illegal aliens that they will shield even the worst criminal aliens – even child molesters – from ICE. Additionally, the sanctuary policies are aggravated by jailbreak policies where the local officials don’t even hold them pretrial and often release them shortly after the trial, either because of plea deals or weak sentencing.

While general criminal justice policies are more of a local issue, it is shocking that Republicans in Congress don’t aggressively target the jailbreak trend in political campaigns rather than joining with it. It’s further shocking how they barely hit Democrats on sanctuary cities. It wasn’t until this week that the Senate Judiciary Committee, under the leadership of Sen. Lindsey Graham, finally held a hearing on sanctuary cities. But amidst the rush from Majority Leader Mitch McConnell to vote on a resolution to remain the guardian of Syria, there seems to be no similar urgency to turn this hearing on sanctuaries into legislative action.

GOP senators should be forcing Democrats to take one tough vote after another on sanctuaries, from defunding them to creating a private cause of action for citizens to sue sanctuaries. In addition, the Harrichand case is another example of why it’s time enforce the fees levied upon those who fail to depart with a final deportation order (8 U.S. Code 1324(d)) and give those funds to American victims of illegal aliens. Harrichand should be hit with a steep fine for not departing the country. To the credit of the Trump administration, it has finally begun enforcing these fines. Now a member of Congress should pass a law setting aside the funds for the victims.

Few people on the Right recognize the dangerous mix of jailbreak and sanctuary policies in America’s major cities. It would be one thing if localities protected illegal aliens from federal removal proceedings but still locked up those who are a danger to communities – American or illegal alien – in local jails and prisons. At least if they are not given over to ICE for deportation, they’d be held pretrial in jail and eventually sentenced to serious time. But with the same sanctuary cities also essentially joining the “abolish prison” movement and releasing the worst criminals so quickly, ICE is having trouble keeping up with the flow of criminal aliens released from local jails every hour in some of the major cities.

If we are going to abolish the concept of incarceration, we should at least stop inviting criminals from other countries to come here and participate in the jailbreak. Open Border Activists Demand 95,000 Refugees Be Admitted to U.S. in 2020

A dozen or so protesters from groups that advocate open borders and increasing refugee admissions were arrested this week as they approached the steps of the Capital wearing orange life jackets and chanting “No ban, no wall, sanctuary for all.”

The protesters and others who joined the rally to support the Guaranteed Refugee Admissions Ceiling Enhancement Act to set a minimum annual refugee cap at 95,000.

“We welcome you on this day which despite the sunshine in many ways is a day of mourning,” the Rev. Sharon Stanley-Rea of the Disciples of Christ Church said at the event, referring to the Trump administration’s intention to cap the number of refugees to be allowed into the United States in fiscal year 2020 to 18,000. . .

Speakers at the protest represented leftwing groups and religious institutions, including Nihad Awad, executive director of the Council on American-Islamic Relations (CAIR). Awad said he is a Palestinian refugee and did not disclose he is an activist with ties to extremists, a Breitbart News has reported:

Breitbart has frequently noted that the CAIR group is so closely entwined with Islamists and with jihadis that court documents and news reports show that at least five of its people — either board members, employees or former employees — have been jailed or repatriated for various financial and terror-related offenses.

Study Reveals How Much Health Care for Illegal Aliens Would Cost America

A plan from 2020 Democrats to provide free, American taxpayer-funded health care to all illegal aliens living in the United States would cost up to $23 billion a year, a new study finds.

In June, the majority of 2020 Democrats running for president — including Joe Biden, Sen. Elizabeth Warren (D-MA), and Sen. Bernie Sanders (I-VT) — endorsed a plan that would force American taxpayers to provide free health care to all 11 to 22 million illegal aliens in the U.S. and anyone else who crosses the southern border.

The latest study by Center for Immigration Studies (CIS) researchers reveals that providing health care to all illegal aliens would cost American taxpayers up to $23 billion a year should every illegal alien enroll. This total includes at least 2.5 million low-income illegal aliens and their children who would cost almost $13 billion a year, alone, to be given health care.

Even if only about five million illegal aliens enroll in federal subsidies for health care, American taxpayers would be forced to foot a $10.4 billion bill every year, CIS researchers conclude. Overall, providing taxpayer-funded health care to each illegal alien costs Americans about $4,600 a year.

With a scenario in which higher-income illegal aliens are enrolled in Obamacare and poorer illegal aliens take Medicaid, that plan would still cost Americans nearly $20 billion a year assuming every illegal alien enrolls. Based on current enrollment trends, a lower enrollment rate among illegal aliens would nonetheless cost Americans $10.7 billion a year. Alleged Gang Murderer Resettled as ‘Unaccompanied’ Child Migrant Shielded by Sanctuary 4 Times

How many murderers are roaming around in King County, Washington, because of its sanctuary policies for illegal aliens? It seems like there’s a new horror story every day.

Carlos Daniel Carillo-Lopez is accused of luring Josue Flores, a rival gang member, into Goldsmith Park in King County, Washington, and pistol-whipping him before shooting him to death. The murder took place at midnight on April 3, but it wasn’t until last week that police arrested Carillo-Lopez and three other suspects involved.

Now, an ICE spokesperson tells me, in response to an inquiry from CR, that the main suspect is an illegal alien. “Accused murderer, Carlos Daniel Carillo-Lopez, is a citizen of Guatemala and in the United States illegally. Carillo-Lopez is a known associate of the Crossroads Locos 13, who originally came to the U.S. as an unaccompanied child,” said the spokeswoman for ICE’s Seattle office. “On April 15, 2015, U.S. Border Patrol (USBP) encountered and arrested Carillo-Lopez as an unaccompanied child near Sasabe, Arizona, and issued him a notice to appear the following day. He was then transferred to the custody of the Office of Refugee Resettlement and later released on an order of recognizance to a sponsor in Texas.”

A great many of the youths whom we are resettling in this country under the UAC program are not victims of trafficking, but are dangerous gang members. It remains the most unchecked loophole at our border and poses a tremendous security threat to every city in this country.

And the national policies are aggravated by Washington state’s sanctuary policy, refusing to honor ICE detainers no matter the severity of the crime.

It turns out Carillo-Lopez was in police custody several times both before and after the murder was committed, and each time, authorities ignored ICE detainers. “This is yet again another example of sanctuary policies shielding criminal aliens who prey on people in their own and other communities from immigration enforcement,” said Tanya Roman, an ICE spokeswoman. “As Carillo-Lopez’s crimes increased in severity, local officials chose to release him, time and time again, over immigration detainers that could have taken him off the streets.”

Here is the timeline of the four ignored detainers, according to ICE:

On March 15, 2019, BPD arrested Carillo-Lopez on local charges and booked him into the South Correctional Entity Jail (SCORE). On March 18, 2019, ICE encountered Carillo-Lopez at SCORE and lodged a detainer. SCORE released Carillo-Lopez on an unknown date without notification to ICE.

On April 04, 2019, BPD again arrested Carillo-Lopez for local charges and booked him into SCORE. ICE encountered him at SCORE on the same day and lodged a detainer. SCORE released him again on an unknown date without notification to ICE.

Just 14 days later, on April 18, 2019, BPD arrested Carillo-Lopez for various local charges and booked him into SCORE. ICE encountered him a day later and lodged a detainer. Again, SCORE released Carillo-Lopez on an unknown date without notifying ICE.

On June 09, 2019, BPD arrested Carillo-Lopez for local charges and booked him into King County Jail (KCJ) in Seattle, Washington. On June 11, 2019, ICE encountered Carillo-Lopez in the KCJ and lodged a detainer. On June 17, 2019, KCJ released him without notification to ICE.

Finally, he was arrested for the murder along with multiple robbery charges on September 30. ICE lodged a detainer with the King County jail the following day. Thankfully, he is being held on $2 million bond, but sadly, were he to post bond, King County would not honor the detainer even now. Recently, King County released a criminal alien who is accused of stabbing a father in front of his son on a local subway.

The influx of Central American teens is swelling the ranks of gangs throughout the country. Maryland is ground zero for MS-13 recruitment. Last week, four illegal aliens from Central America who came here as teens plead guilty to participating in a gruesome MS-13 murder in Anne Arundel County, Maryland. According to the Annapolis Capital Gazette, “The guilty pleas are the latest in an expansive racketeering case against more than two dozen suspected MS-13 members in the region.”

What’s worse is that thanks to the border crisis, ICE’s resources have been diverted away from interior enforcement so there are fewer agents to hunt down the worst criminal aliens. In a press conference today, acting ICE Director Matt Albence predicted that 15,000 fewer criminal aliens would be arrested this year because of ICE’s triage mission at the border.

When is the last time you’ve seen a Republican senator hold a press conference on this issue the way the Democrats do on gun control? Mitch McConnell? John Cornyn? So long as Republicans in the Senate refuse to make Democrats take tough votes on sanctuary cities, the border crisis, and resettlement of gang-tied illegal alien teens into our communities, this problem will only get worse. Illegal Aliens Are Coming From All Over the World

If we admit 1.1 million legal immigrants from all corners of the world, should we then have to be on the hook for illegal immigration from all corners of the world? Evidently yes, according to open-borders politicians.

If you add up the population of every country with a lower GDP than that of Guatemala (about 88 of them), along with other countries that are experiencing a myriad of unpleasant living conditions, it would easily add up to a few billion people. Yet, unless we end our open-borders policies, those are exactly the people who will begin coming, even after Trump successfully worked out diplomatic agreements with the northern triangle countries to stem the flow of the main migration.

The cardinal mistake of our border policies of the past is that we have always played catch-up by being reactive to the previous crisis instead of anticipating the one around the corner. Thus, once we finally got a handle on illegal immigration from Mexico, the northern triangle migration was already upon us. Now that it appears the Central American migration might finally be in check, rather than diverting attention away from the border, the Trump administration must look around the corner to the next shoes to drop, from all over the globe. He must not repeat the same mistake of early 2017, thinking that the tough perception would deter everyone until all the policies are actually implemented.

According to final fiscal year 2019 data given to CR by a border agent who must remain anonymous because he is not authorized to speak to the media, the numbers have shot up from other countries around the globe, even as the numbers from Central American decline. Here is a breakdown of some of the biggest increases:

These numbers should become public in the coming days when Customs and Border Protection (CBP) releases final tallies for FY 2019.

The numbers from China are particularly concerning. As I reported last week, China is our number one espionage threat and has already used immigration to spy on us. Chinese migrants are increasingly coming to our border in larger numbers almost every week, even as the overall border numbers drop. In fact, just in the first two days of October, there were 31 Chinese migrants caught, compared to 10 last year. That is a pace of over 5,650 per year, which means that the trajectory is getting worse.

Last week, I reported from agents in the field that the Chinese come under the most suspicious circumstances and are not even interviewed by the FBI. They are mainly males and always run from agents, but if they are caught, they manipulate our anti-communist sympathies to game out asylum.

Roll Call has a report out today on the longer-term increases we’ve seen from 50 different countries, most of which are non-Spanish-speaking, “including India, China, Bangladesh, Egypt, Romania and Turkey.” For example, in FY 2013, there were just 38 Bangladeshis caught at the border. This year, that number was 1,240. And while the number from India did not increase this past year, in general, it has increased 11,738 percent since 2007.

Looking ahead, it’s clear that if the president doesn’t issue a wholesale asylum reform executively or through Congress, leveraged by a temporary suspension of all asylum claims within our borders using INA 212(f), the numbers will go back up again within the next year. Those countries will pose an even more significant security risk and cause vetting problems through language barriers.

As I reported earlier, rather than representing the American citizen’s point of view and shutting off mass migration, Sen. James Lankford, Okla., and eight other red-state Republicans are demanding that Trump admit more refugees. At some point, the question needs to be asked: why should the American people be on the hook for global migration and all of its cascading fiscal and security concerns, especially when we admit so many legal immigrants every year?

Putting aside illegal immigration, when Harvard/Harris polled voters on how many legal immigrants they think reside in the country, more than 80 percent guessed that we have fewer than 10 million immigrants residing here, while 45 percent thought that we have some varying level below one million residing in the U.S. In reality, there are over 44 million immigrants residing in the country, not including the illegal immigrants, and that number is on pace to rise rapidly.

Immigration, like anything else, should be safe, be regulated in appropriate numbers, factor in the geopolitical and security concerns of the host governments, and only be done legally. The notion that foreign nationals can determine our destiny, with the American people having no say in it, is a view held only by the bipartisan oligarchy. Unless the message is sent soon that America is not a dumping ground, expect to be talking about migration from one of these other countries in the coming years the same way we did about Guatemala this past year. Illegal Alien Accused of Stabbing Man in Front of Son Wasn’t Deported Thanks to Sanctuary City

Sanctuary jurisdictions will not cooperate with ICE to remove arrested illegal alien rapists or child sex offenders. What about those who attempt to murder people in front of their kids? Well, evidently, there is no floor to the lawlessness of places like King County, Washington.

On September 14, a man was taking his son to a Washington Huskies basketball game when he was suddenly stabbed in the back at the University of Washington light rail station. There were several incidents in Seattle’s downtown public transportation that shook up the public in recent weeks. But this particular incident should never have happened. On Monday, KIRO’s Dori Monson reported that the perpetrator was Nery Jovani Acevedo-Sanchez, an illegal alien who should have been deported numerous times for his criminal record.

I reached out to ICE and was informed that Acevedo-Sanchez is a Mexican citizen and is in the United States illegally. “Acevedo-Sanchez has an extensive criminal history and has been repeatedly released from local custody with no notification to U.S. Immigration and Customs Enforcement (ICE),” said ICE spokeswoman Tanya Roman.

Acevedo-Sanchez’s jailbreak began with Obama’s sanctuary nation policies and ended with Seattle’s sanctuary city policies. According to ICE, back when local jurisdictions were actually following the law, ICE got hold of Acevedo-Sanchez twice in early 2013 after he was arrested on local charges. However, under the Obama administration’s new priorities of enforcement, he was let go into what’s called “Alternative to Immigration Detention” (ATD) and wound up disappearing. Obama didn’t view illegal aliens arrested for drugs or theft as a priority, and many of them were released during his second term in office.

Acevedo-Sanchez wasn’t seen again until April 2017 after he was arrested for domestic violence, but by that point, King County had already become a sanctuary. “On April 7, 2017, Acevedo-Sanchez was encountered by ICE following his arrest and subsequent conviction of two counts of domestic violence, and violating an order of protection,” said ICE in a statement. “ICE issued an immigration detainer the same day, the detainer was not honored, and he was released.”

He reoffended again earlier this year but was released. “On April 26, 2019, the Olympia Police Department arrested Acevedo-Sanchez on local charges. ICE encountered Acevedo-Sanchez at Olympic City Jail and issued an immigration detainer on April 29, 2019. The detainer was not honored.”

According to arrest records, Acevedo was brought in on theft and assault charges in April.

Thus, thanks to lawlessness, he was able to continue his criminal career for six years until he was arrested for the non-fatal stabbing at the light rail station on September 14. ICE issued a detainer two days later, and he still remains in custody at the Regional Justice Center on $100,000 bond.

This is a classic case where ICE will likely have to stake out the courthouse during judicial proceedings in order to apprehend him, because even after he committed a more serious crime, King County will still not cooperate. ICE has no way of knowing when those arrested for crimes will be released, and often local sanctuaries insidiously time their releases when they think ICE will be caught off-guard.

This is also a great example of the confluence of jailbreak policies, aka weak on crime in general, mixing with sanctuary immigration policies. To begin with, nobody seems to serve meaningful time behind bars in Seattle, and many violent offenders are released on bond immediately. This is a public safety problem in general, but it’s made that much worse with criminal aliens who can be taken by ICE so that they are not a risk to the public for reoffending, as was so evident with the case of Acevedo-Sanchez.

A local couple is suing King County for consistently releasing a violent criminal with over 70 criminal charges during the course of 16 years. Because he was released, he went on to beat them to within an inch of their lives with a baseball bat. Even after that incident, he will only serve 4.5 years in prison.

King County so much values protecting all criminal aliens, including those convicted for rape, that the local sheriff toyed with the idea of pulling out of a critical law enforcement information sharing tool even for criminal citizens just so ICE wouldn’t possibly pick up some information on criminal aliens.

It’s the ultimate game of cops and robbers, except in sanctuary cities, the cops are forced to act like the robbers. It’s up to the Trump administration and Republicans in Congress to bring in the cops against both the foreign and domestic robbers in cities like Seattle, lest we descend into Third World anarchy. The Trump Administration Will Expand DNA Collection of Migrants

The Trump administration is moving forward with its plan to dramatically expand DNA testing of illegal migrants at the southern border, a move intended to help control the immigration crisis.

Border Patrol agents will soon have the ability to collect DNA samples of migrants apprehended at the U.S.-Mexico border, according to a Department of Homeland Security (DHS) announcement Wednesday. DHS had already implemented a pilot program that tested family relations; however, the new, broad program will be able to identify migrants.

The announcement confirms a Justice Department draft regulation BuzzFeed News obtained in August.

DNA testing is intended to prevent fraudulent claims by migrants who attempt to claim to be part of a family unit when they arrive at the southern border. Authorities cannot detain migrant families for longer than 20 days because of U.S. immigration laws, resulting in migrants’ release before their asylum claims can be adjudicated. This practice, which is typically referred to as “catch and release,” has prompted many migrants to bring unrelated children and infants along with them on the dangerous journey to the border.

When DHS rolled out its pilot program, known as Operation Double Helix 1.0, authorities determined that 16 out of 84 families were fraudulent, meaning that they weren’t actually families, according to DHS. Police Officer Suspended for Turning Over Illegal Alien to ICE

A county police department in Virginia announced Tuesday that one of their officers was suspended for turning an illegal alien over to Immigration and Customs Enforcement (ICE) after determining the individual had dodged a deportation hearing. . .

The officer reportedly encountered the illegal alien when responding to a traffic accident on September 21, during which he discovered that the individual did not have a Virginia driver’s license. After running the person’s information through the Department of Motor Vehicles system, the officer discovered ICE had issued an administrative violation against the individual for failing to appear at a deportation hearing.

The officer verified the warrant and then called the listed ICE agent, who came to the scene and took the alien into custody. The individual was released several hours later with an ankle monitor.

Fairfax County has a policy that limits the police department’s cooperation with ICE. Officers cannot check the immigration status of an individual unless they are booked in jail for another crime, and they may not detain individuals based solely on a civil immigration violation. Illegal Alien Charged With Shooting Man in Head – in What Appeared to Be Car Crash

It looked like a horrific car accident, of the kind that is all too common on America’s highways. On the evening of September 21, Indiana state police arrived at the scene of a two-car crash on I-70 east of Indianapolis and found two cars badly smashed on the westbound side of the high median. 27-year-old Devon Anderson was bleeding profusely in his Dodge Caravan and was pronounced dead at the scene, and 24-year-old Juan Garrado Vivas, the driver of the Ford Ranger, was transported to the hospital with non-life-threatening injuries.

Just another day in the grisly work of highway patrol seeing fatal injuries resulting from car crashes, or so they thought. The Marion County Coroner’s office performed an autopsy on Tuesday, September 23, and found a bullet in Anderson’s head, not exactly the typical result of a car crash. Upon further investigation, police believe they’ve determined that Vivas, the driver of the Ford Ranger, shot Anderson in the head, which then caused the Caravan to crash into Vivas’ Ranger, making it look like a tragic accident at first. Anderson was also not wearing a seatbelt, according to the press release from the state police, which would certainly explain the massive head injuries that masked the bullet wound at the scene.

The booking records from the Marion County sheriff’s office show Vivas was arrested on Sept. 24 on murder charges. He was also charged with carrying a gun without a permit and driving without ever having received a driver’s license.

As of this writing, police have not publicly offered any suspected motive for this highly unusual homicide.

This is a bizarre and disturbing homicide case, yet not a single reporter in Indianapolis appeared interested in finding out Vivas’ immigration status. Any good reporter would automatically suspect this man is here illegally because he was charged with “never” having been issued a driver’s license. In response to my inquiry, an ICE official told me on Friday that “ICE has filed a detainer with Marion County Jail” on Vivas.

How much skill does it take to kill someone with a head shot while driving on a highway with both cars traveling at high speeds?

This is why it’s so important to document the origin of these crimes – to determine whether they are inherent in our country or a problem imported through illegal immigration. So many of these horrific murders go “undocumented” as committed by illegal aliens, and law enforcement are left without the important tools to track unique foreign gang and cartel crimes. Likewise, policy-makers are left without important data with which to debate policy loopholes in our immigration system that are allowing dangerous criminal aliens to remain in the country undetected. Former ICE Director Thomas Homan once again bulldozed through the political talking points of the left on immigration during fiery testimony in Congress on Thursday.

Homan shot down criticism from Rep. Pramila Jayapal (D-Wash.) against the Trump administration for re-ordering funds to pay for his much promised border wall.

“I’d like to remind you, under the Obama administration we did that most of the years he was president,” Homan told Jayapal, who was presiding over the hearing of the House Judiciary Immigration and Citizenship Subcommittee.

“We moved money around at DHS, it’s called re-programming. We did that under the Obama administration,” he explained. “I don’t remember any hearings on that.”

Homan went on to point out that cages for detainees were built under former President Barack Obama, but most of the criticism only came later and was aimed at the Trump administration.
