First Strike: China Omission of No-First-Use Nuclear Doctrine in Defense White Paper Signals Policy Shift

The omission, along with recent comments by a senior Chinese military officer, is raising new concerns among Pentagon officials about China’s nearly opaque strategic arms buildup.

Chinese Maj. Gen. Yao Yunzhu, a senior researcher at China’s Academy of Military Science, revealed earlier this month that China is considering expanding its growing nuclear arsenal in response to U.S. missile defense deployments and upgrades.

“The current development, especially the deployment of missile-defense systems in East Asia would be, in Chinese eyes, would be a very, very disturbing factor having implications for the calculation of China’s nuclear and strategic arsenal,” she told a conference April 8 at the Carnegie Endowment for International Peace.

The statement was initially viewed as the general seeking to exploit U.S. concerns about China’s nuclear buildup as a way to force the Pentagon to scale back missile defenses, which China regards as undermining its large missile force.

Iran Warns of World War III

Iran ratcheted up its vitriol against Israel and the United States over the weekend, warning that an attack on the Islamic regime’s nuclear facilities could lead to global war.

The rhetoric eerily matched that currently coming out of North Korea against its perceived enemies.

“Iran will not stand by in the face of such aggression,” Ali Ahani, Iran’s ambassador to France, said Sunday, according to the Islamic regime’s PressTV. “This can entail a chain of violence that may lead to World war III. A potential Israeli attack against Iran with an objective of destroying its scientific and nuclear facilities is sheer madness. Its consequences are disastrous and uncontrollable.”

The deputy chief of staff of Iran’s armed forces, Brig. Gen Masoud Jazayeri, warned the United States on Saturday that Iran would continue its nuclear program.

“We would not trade off our rights,” he said, adding that Iran would stand with North Korea in its faceoff with America.

North Korea Finalizes Plan for 'Merciless' Nuclear Strikes on U.S. as China Mobilizes Near the Border

By Guy Taylor. North Korea’s military ratcheted up its threat to carry out a nuclear strike on the U.S. to new heights Thursday — just hours after the Pentagon announced the deployment of an American ballistic missile defense system to Guam.

Claiming that the “moment of explosion is approaching fast” and that war could break out “today or tomorrow,” the General Staff of North Korea’s military claimed in a statement to the nation’s official government-run news agency that it has final approval to carry out “merciless” strikes on the United States.

The statement appeared to come in response to Washington’s decision to enhance U.S. military assets in the region and to the Obama administration’s own ramping up of rhetoric toward North Korea in recent days.

The escalation comes as senior administration officials say that they are searching for ways to defuse the situation, which also saw North Korea on Wednesday block South Koreans from accessing a border industrial park that has long stood as an important, albeit precarious, symbol of cooperation on the Korean Peninsula.

The State Department and Pentagon have suggested that a core part of the administration’s Korea strategy is to gently push on China to play a more active role in steering Pyongyang away from provocations and threats that may ultimately provoke military conflict. Read more from this story HERE.

Risky Business: Military buildup in China near North Korean border continues as tanks, armored vehicles spotted

By Bill Gertz. China continued moving tanks and armored vehicles and flying flights near North Korea this week as part of a military buildup in the northeastern part of the country that U.S. officials say is related to the crisis with North Korea.

The Obama administration, meanwhile, sought to play down the Chinese military buildup along the border with Beijing’s fraternal communist ally despite the growing danger of conflict following unprecedented threats by Pyongyang to attack the United States and South Korea with nuclear weapons.

According to U.S. officials with access to intelligence reports, both intelligence and Internet reports from the region over the past week revealed the modest military movements in the border region that began in mid-March and are continuing.

The buildup appears linked to North Korea’s March 30 announcement that it is in a “state of war” with South Korea after the United Nations imposed a new round of sanctions following the North’s Feb. 12 nuclear test and because of ongoing large-scale joint U.S.-South Korea military exercises.

The People’s Liberation Army (PLA) troop and tank movements were reported in Daqing, located in northeastern Heilongjiang Province, and in the border city of Shenyang, in Liaoning Province. Read more from this story HERE.

Obama’s Nuclear Weapons Drawdown Likely Illegal

President Barack Obama’s efforts to significantly curtail U.S. nuclear weapons without seeking the proper Senate approval are at best misguided and worst illegal, sources tell Newsmax.

Obama is exploring opportunities to achieve the reductions in infrastructure and capability he seeks – including a drawdown to 1,000 weapons – without seeking the advice and consent of the Senate that international treaties require.

Efforts to push the boundaries of the New Strategic Arms Reduction Treaty (New START) with Russia are ill-advised, sources say. A proposal that seeks to achieve nuclear arms reductions outside the framework of New START, however, would run afoul of the law.

“A presidential announcement that would try to do a nontreaty agreement would be prohibited by the code,” Baker Spring, a research fellow in national security policy at the Heritage Foundation, tells Newsmax.

The Senate has specifically spoken to the precise circumstances pertaining to any modification or reinterpretation of New START or a new agreement that would reduce the U.S. arsenal to levels below those included in New START.

Newly Revealed Evidence That Iran Crossed Nuclear ‘Red Line’

Iranian scientists are working on nuclear warheads – and trying to perfect them – at an underground site unknown to the West, according to a high-ranking intelligence officer of the Islamic regime.

The officer, who has been assigned to the Ministry of Defense, not only provided the coordinates to this vast site but also details of its operation. The site, approximately 14 miles long and 7.5 miles wide, consists of two facilities built deep into a mountain along with a missile facility that is surrounded by barbed wire, 45 security towers and several security posts.

The new secret nuclear site, named Quds (Jerusalem), is almost 15 miles from another site, previously secret but exposed in 2009, the Fordow nuclear facility. The power to this site comes from the same source as Fordow – the Shahid Rajaei power plant – with high power towers surrounding the site.

Construction of the site started about the same time as Fordow, and in the second half of 2010 all industrial tests were completed. The site became 60 percent operational in 2011.

Gen. Ahmad Vahid Datjerdi, who works in the supreme leader’s office to protect the regime’s information and counterintelligence, manages the site. His deputy, Hojatolislam Ramezani, was appointed to the protection of intelligence at the Defense Ministry after several leaks about the country’s nuclear operations.

US Flies Nuclear-Capable B-52 Bombers Over South Korea Amid Rising Tensions With North Korea

The United States is flying nuclear-capable B-52 bombers on training missions over South Korea to highlight Washington’s commitment to defend an ally amid rising tensions with North Korea, Pentagon officials said Monday.

Pentagon press secretary George Little said one B-52 flew over South Korea on March 8, and the deputy defense secretary, Ashton Carter, said during a visit to Seoul that another bomber mission is scheduled for Tuesday.

B-52 bombers are capable of launching nuclear-armed cruise missiles, but Little said those participating in the Korean exercise are not armed with nuclear weapons.

The use of Air Force warplanes as part of an annual U.S.-South Korean military exercise called Foal Eagle is not unusual. But the Pentagon used the occasion to draw attention to the role B-52 bombers play as part of an American nuclear “umbrella” over South Korea and Japan — both of which feel threatened by North Korea’s development of nuclear weapons and ballistic missiles.

“We’re deeply concerned about North Korean behavior and rhetoric,” Little told reporters.

Russians Conduct Huge Nuke Drill

Photo Credit: APRussian nuclear forces conducted a major exercise last month that tested the transport of both strategic and tactical nuclear weapons near Europe, according to United States officials.

The exercise raised concerns inside the Pentagon and with the U.S. European Command because it was the largest exercise of its kind in 20 years and involved heightened alert status of Russian nuclear forces. The nuclear drills were part of other military maneuvers in Russia carried out between Feb. 17 and Feb. 21.

The exercises followed a recent surge in Russian strategic bomber flights that include a recent circling of the U.S. Pacific island of Guam by two Tu-95 Bear bomber and simulated bombing runs by Tu-95s against Alaska and California in June and July.

Pentagon spokesman Lt. Col. Wesley P. Miller sought to play down the nuclear exercise but declined to comment on the movement of nuclear weapons and whether nuclear forces went on a heightened state of alert. “We don’t comment on intelligence matters,” he said. Miller said the nuclear forces maneuvers were “nothing to be concerned about because the Russians, like us, have routine exercises and inspections.”

However, a U.S. official said the exercise was a concern within the U.S. national security community because of the scale of the exercise and the number of weapons being moved. “Certainly it’s a concern when you have this kind of exercise going on,” this official said.

Maj. Gen. Zhu Chenghu, who is head of China’s National Defense University, will take part in a “familiarization exchange,” Maj. Catherine Wilkinson, a Pentagon spokeswoman, told the Free Beacon.

“The delegation will visit Hawaii and D.C.,” she said. “A military delegation from the U.S. Pacific Command will visit China later this year for a reciprocal exchange.”

Zhu will lead a group of 10 senior colonels from all branches of the Chinese military, Wilkinson said. She declined to provide the names of the officers.

Zhu is best known for inflammatory comments made to two foreign news reporters in 2005 when he said China would use nuclear weapons against the United States in any conflict over Taiwan. A State Department spokesman at the time called the comments “highly irresponsible.”

Former Security Officials to Obama: Cancel Nuke Cuts

Photo Credit: APA group of 18 former military and national security officials wrote to President Barack Obama on Friday urging the administration to cancel plans for further cuts in United States nuclear warheads, warning that new arms reductions would undermine U.S. security.

The ex-officials, including two former members of the Joint Chiefs of Staff, stated in the letter to Obama that North Korea’s recent underground nuclear test, and concerns about growing Pyongyang-Tehran nuclear arms cooperation, undermines any further disarmament sought by the president.

“In our professional judgment, born of decades of experience with national security policy and practice, America’s ‘triad’ of nuclear-armed land-based and submarine-launched missiles and bomber-delivered nuclear weapons have promoted strategic stability and discouraged proliferation,” the former officials stated.

“Steps that raise uncertainty about the viability, reliability and effectiveness of our deterrent will have the opposite effect.”

The letter followed a report this week that the new strategic arms cuts with Russia will be announced soon. U.S. officials said the president is preparing for a new round of arms reduction talks with Russia that will seek a one-third cut in U.S. nuclear warheads, beyond the levels set in the 2010 New START arms treaty. The treaty requires cutting the U.S. arsenal to 1,550 warheads.

Report: White House Set To Cut Nuclear Arsenal By One-Third

The recommended reductions were included in a draft version of a classified decision directive compiled by top defense and national security officials inside the White House, according to a report by the Center for Public Integrity issued Friday.

While the president has yet to officially approve the directive, including the recommended one-third cut to the nuclear arsenal, sources tell CPI Obama has voiced no objection to the directive’s findings.

Representatives from State Department, Strategic Command, the Joint Chiefs of Staff and the office of Vice President Biden also played a part in drafting the directive.

White House officials had pushed to get the new directive finalized late last year, according to the CPI report. However, the administration pushed back against that plan.
